The unified and independent time-frequency system is the basis for safeguarding national security and maintaining a strong national defense force,also,it is the embodiment to the country's comprehensive strength of the science,technology,military,and aerospace.In order to build China's own unified and independent timefrequency system,to achieve the unification of domestic time scales,and make full use of the limited resources of China's atomic clock.Based on the punctual laboratory(NIM)of National Institute of Metrology,this paper integrates the atomic clock data of other punctual laboratories in China,and builds atomic time scale of remote combined clock group bulletin release system.The main research contents are as follows:Firstly,the algorithm of atomic time scale of remote combined clock group is studied.Obtain the atomic clock data and satellite comparison data of various domestic punctual laboratories while eliminating the outliers and compensate missing values,completing the frequency difference conversion and realizing the dynamic weight distribution,and finally obtain the remote joint clock group atomic time scale.Secondly,a least squares support vector machine difference error prediction algorithm is proposed.The characteristics of linear regression and support vector machine prediction algorithm are analyzed carefully.It is found that the linear regression prediction algorithm has lower accuracy but higher adaptability.The support vector machine prediction algorithm has higher accuracy but lower adaptability.The integration of the linear regression and support vector machine prediction algorithm and the reduction of the dimension of the plan can improve the adaptability,and the socalled "leave squares support vector machine clock difference prediction algorithm" with better algorithm performance is proposed.Thirdly,the publication of the Atomic Time Scale of Remote Combined Clock Group Bulletin was formulated.According to the needs of time and frequency in various fields in China and the examples of international time bulletin,this paper defines the meaning of all files,formulates the time publication specification,and the relevant data content and format published in the domestic time bulletin are standardized.Finally,the atomic time scale of remote combined clock group bulletin release system was designed and implemented.The system uses MATLAB as a development tool to design and implement the components of the system: atomic time scale of remote combined clock group calculation module,clock difference prediction module,and time bulletin release module.The actual operation results of the system show that the design goal is achieved.The research results of this paper provide a unified data file specification,a reference design method and a time bulletin release platform for China's unified independent time and frequency system.
