Territorial space is the basic guarantee for the survival and development of the nation,and as a core element carries economic and social development.At present,with the progress of urbanization,China’s society and economy have also developed rapidly,but the development of land and space is facing severe challenges.Against this background,the Ministry of Natural Resources issued the compilation requirements for the Land and Space Plan,stating that the compilation of The land and space plan must promote the overall layout of the "Five in One" and coordinate the advancement of the "Four Comprehensives" in accordance with the requirements of high-quality development.Strategic layout,deepening structural reform on the supply side of land and space,unswervingly implementing the strategy and system of the main functional area,accelerating the transformation of land space development and utilization methods,improving the quality and efficiency of land space,promoting the formation of green development methods and lifestyles,and improving land The ability of space governance to promote economic and social development is higher quality,more efficient,fairer and more sustainable.The preparation of the national space plan makes the national space face the opportunity for future development.Therefore,it is urgent to proceed from the actual situation of the national space in Jiangxi Province to carry out the evaluation of the quality of land space development and protection,and to discuss the principles and strategies of the evaluation of the quality of land space development and protection in cities.This will play an important role in the rational development of future land resources and scientific planning of land space.Based on the new requirements of territorial space planning,this article first summarizes domestic and foreign research trends on third-party assessments and terrestrial space assessment systems,and proposes third-party assessment models and design ideas for network assessment platforms.Then,according to Jiangxi Province,The development needs of ecological civilization construction put forward four principles of index selection.60 index factors were selected from six aspects,including homeland security,innovative development,urban-rural coordination,green ecology,opening to the outside world,and convenient sharing.The Delphi method and hierarchy were used.The analysis method and the entropy method determine theindex weights,draw up the evaluation standards,and complete the construction of the quality evaluation system for the protection and development of territorial space in Jiangxi Province.Finally,take Ji’an City,Jiangxi Province as the specific research object,and analyze the current status of land development in Ji’an City.Using the statistical data of 2018 as the basis for quality evaluation,combined with the index evaluation system,the quality evaluation results of Ji’an’s land and space development and protection were obtained,and a strategy for improving the quality of Ji’an’s land and land development and protection was proposed,which was used for the preparation of Jiangxi Province’s municipal land and space planning And the realities of territorial space planning.The construction management provides a reference basis for the high-quality development of land space in the central region.
