In recent years,with a large number of distributed energy resources and energy storage devices integrated to smart grid,the pattern of traditional power systems has been broken.Due to the small capacity and large number of distributed energy resources,it has brought difficulties to the power system operator.On the other hand,according to the requirements of national power system reform,power users who meet certain conditions can conduct transactions with power generation companies or electricity retailers.Therefore,this paper first clarifies the concept of small and medium power users under the background of electricity retail market reform.After analyzing the concepts of microgrid,load aggregator and virtual power plant,the aggregation mode of small and medium users of general load aggregator is summarized.Through the uncertainty analysis and risk control,this research covers strategy of medium and small size users participating in both main energy market and spin reserve market and the profit allocation method of general load aggregator.Aiming at the strategies of small and medium power users participating in the main energy market of electricity,this paper introduces the spectral risk measure to measure the subjective risk aversion of market participants.For the integral problem in the process of spectral risk measurement calculation,this paper simulates the intermittent by the method of scene simulation.And schedule plan will meet the market economy behavior.Compared with the traditional value at risk theory,the spectral risk measure is more consistent with the subjective willingness of market participants.Aiming at the problem of small and medium power users participating in the spin reserve market,this paper establishes a market model of the general load aggregator considering the carbon emission cost and conditional risk value.The model considers the fluctuation of the distributed energy resources,the carbon emission cost of traditional power generators,and the penalties of abandoning wind and solar power.It proves that the general load aggregator will gain more economy profit and social benefit.Aiming at how to scientifically evaluate the role of general load aggregator and rationally allocate the profits from participating in market transactions,this paper establishes an improved Shapley value profit sharing method which considers the weighted conditional risk value.The profit growth rate is the optimization goal.With analysis of different method,this research provide suggestions for decision makers.
