Research On Budget Management Of U Project Command Department

With the development of China's market economy,the construction enterprises have come to a period of rapid development.The enterprises participating in the market competition are increasing rapidly,and the problem of overcapacity has been gradually highlighted,the problem of low price competition in the whole industry is becoming increasingly prominent.The bidding system is established in the construction market and the construction market is becoming more and more standardized,which exacerbats the healthy competition between construction enterprises and forces construction enterprises to change from focusing on the cultivation of the external market to strengthening internal control management.And the budget management becomes more and more important to the management of the enterprises.Budget management is not only financial management,but also is the way of strengthening the internal control,and plays a positive role in optimizing enterprise resource,which is advantageous to the enterprise strategic target realization.Strengthening the budget management should be a habitual thinking in the daily management of enterprises.The research on budget management of U project headquarters belongs to the applied research category.This paper researches from the perspective of budget management,which combined with the budget management theory.Through the analysis of the target,system,process and overall design of the budget management of project headquarters,the defects and disadvantages are found out.There are three improvement plans for the budget management of U project headquarters,that is,the improvement plan of management fee budget,the improvement plan of responsibility cost budget management and the improvement plan of budget management of capital flow.These plans are improvement and supplement based on the existing system and take the U project headquarters as an example to demonstrate.They prove the effect of the scheme in practice,and also play a reference role for similar construction enterprises,which has certain practical significance.The key of budget management is to match the actual situation,to have operational budget management process.The key described by this paper is the operability of budget management and process design in which the purpose is to get the budget implementation,strengthen the control of project level,improve profitability.
