Promoting the development of the Yangtze River Economic Belt is a major decision made by the Party Central Committee at the core of General Secretary Xi Jinping,which was related to the overall development of the country.《 The guidance on the development of the Yangtze River Economic Belt relying on the golden waterway》 published by the State Council provided new impetus for the high-speed and high-quality development of the Yangtze River waterway and the full play of its role in promoting the social and economic development.However,the situation of the Yangtze River channel can not adapt to the current situation,especially the lack of water depth of the channel limited the navigation capacity of large ships,hindered the connection between the Yangtze River shipping and international shipping,and had been unable to meet the needs of enterprises along the river for shipping.Under this background,12.5m Deep-water Channel Construction of The Yangtze River Downstream Nanjing launched.According to the plan,after 7-8 years of deep-water channel construction,50000-ton seagoing vessels will reach Nanjing Port directly,enhancing the shipping capacity of the Yangtze River,promoting the connection between the Yangtze River shipping and international shipping,and the development of the Yangtze River Economic Belt.12.5m Deep-water Channel Construction Phase I of The Yangtze River Downstream Nanjing(hereinafter referred to as Deep-water PhaseⅠ)is the first phase of the 11 billion project.As the maintenance and management organization of the downstream channel of the Yangtze River,Nanjing Waterway Bureau of the Yangtze River is in charge of this project.The investment in this project is large,the manpower,materials and expenses consumed in it needed correct guidance,strict supervision,precise adjustment and reasonable control,and then prevent the possible deviation and correct the deviation that had occurred,so as to strictly control the production expenses within the planned cost range and ensure the realization of the cost target.The implementation of these works was the basis for the successful realization of the project construction objectives.Therefore,it is of great significance to study and optimize the project cost management of Deep-water Phase Ⅰ project.Through the analysis of the cost management process of the project,it was found that the existing problems in the cost management work include: weak awareness of cost management and cost control,weak organization of project cost management and control,lax implementation ofproject cost management regulations,lack of professional talents in project cost management,etc.By using ABC(activity-based cost)method to analyze the cost composition of the project,we found that the existing problems include the distorted cost calculation and the lack of analysis on the cost composition.In view of the above problems,through the modernization of project cost management concept,systematization of project cost management organization,systematization of project cost management,introduction of management personnel and accurate calculation of cost information,timely and comprehensive analysis of cost composition,as well as strengthening the role of technical personnel and changing the key points of project cost management,then the target of cost reduction,efficiency improvement and creating more value would be possible. |
