Research On Development Mechanism And Strategy Of Heyuan High-Speed Rail New Town

On the basis of the theoretical research at home and abroad,this paper analyzes and discusses the related concepts and theoretical models of the new high-speed rail city,and further clarifies the concept of "high-speed rail new city ",that is," relying on the planning and construction of high-speed rail stations,with residential,shopping,entertainment,business office and other functions,relatively independent urban complex." This paper holds that the new high-speed rail city has many other functions in addition to the basic functions of the transportation hub,and with the development of the new city will become a relatively independent and functional complex new city with the old city.This paper selects many excellent practice cases at home and abroad to carry on the research,and puts forward the universal strategy of the development and construction of high-speed new city in small and medium-sized cities in China :(1)make clear the function orientation of the new city,and create the regional comprehensive transportation hub and the new city complex with complex functions and unique features.(2)To formulate a people-oriented and ecological priority spatial development strategy,and explore the spatial layout of differentiated development in combination with the theory of circle layer.(3)Adhere to the principle of characteristic industrial development according to local conditions,and construct an industrial ecological circle with leading industry as the core.(4)Construction of an in-line,intermodal transport network with multi-level,group-type public service facilities System.Based on the analysis of project construction background,basic situation,development foundation and challenges,this paper puts forward five suggestions of 25 development strategies :(1)make clear the overall development idea,to promote the policy innovation,industry innovation,service upgrading and operation innovation of the new high-speed rail city,and build the industrial transfer base,Guangdong-Hong Kong-Macau Greater Bay Area suburban production service base,northeast Guangdong tourism service platform and Heyuan future urban development core.(2)To formulate the industrial development mechanism and strategy,to clarify the six major leading industries,such as high-endmanufacturing,high-end business,cultural creativity,prize tourism,leisure experience and healthy health,and to build an industrial ecological circle.(3)To formulate a mechanism and strategy for the development of spatial distribution,to create a spatial pattern of grouping,ecology and compounding,to form six thematic development areas with the integration of "production,city,people and literature ",to plan for the construction of a new TOD model of community and online and offline life of the intelligent city,and to optimize the overall layout of the public open space for the blending of landscape and humanities.(4)in policy extension,joint development,investment promotion,investment and financing management,land development,Science and technology innovation,talent introduction,operation management,co-construction and sharing and other aspects of policy innovation development mechanism and strategy.(5)To rationally arrange and develop time-series development mechanisms and strategies to steadily advance the construction of new high-speed rail cities by stabilizing existing enterprises,controlling land collection and storage,improving infrastructure,industrial transformation and upgrading,and optimizing the urban environment.The research results further enrich the research system of high-speed new city construction and provide reference for the construction of high-speed new city in small and medium-sized cities.
