China is now implementing a rural revitalization strategy,and proposes in the process of promoting rural revitalization: “Small and medium-sized cities and small towns and villages in the vast plains and hilly areas will basically realize the modernization of agriculture and rural areas by 2035”,while small and medium-sized water conservancy projects will benefit the rural economy.Development has an important impetus.The small and medium-sized water conservancy projects mainly include hydraulic structures such as ditch,canal,dam,bridge,culvert and reservoir.The water resources in some small watersheds can be fully utilized to realize regional power generation,irrigation,breeding,and regulation of floods.Significantly improve rural economic benefits.In recent years,with the further implementation of reforms and the country's gradual emphasis on water conservancy,many new investment model projects such as small and medium-sized water conservancy projects have been built.Water conservancy projects are more diversified,and construction management of small and medium-sized water conservancy projects is also not standardized.Problems such as unqualified construction quality assessment have led to many construction quality safety hazards in actual work.This paper uses gray comprehensive evaluation method to evaluate the construction quality of small and medium-sized water conservancy projects.First,by building a construction quality evaluation index system based on the grey theory,firstly,the expert experience is used to judge the factors affecting the construction quality,then use the maximum index weight value and grey relational theory to further score and revise,and finally the construction quality of the projectclassification.Systematically evaluate the entire project construction quality evaluation index system.Base on the construction unit,this paper studies the influencing factors of the construction quality of small and medium-sized hydraulic engineering,and establishes a comprehensive evaluation model for the construction quality of hydraulic engineering.Taking the dam project of Xishanwan Reservoir in Duolun County,Inner Mongolia Autonomous Region as an example,using the above model to analyze the example,the comprehensive quality of Xishanwan Reservoir construction is analyzed,which is close to the actual construction situation.The gray evaluation method can be used for small and medium-sized enterprises in the future.Theoretical support for the quality evaluation and management of water conservancy projects.Through theoretical analysis and example,the comprehensive evaluation method of grey theory to qualitative analysis combined with quantitative analysis to the greatest extent,and the calculated results by using this method more objectivity and accuracy of this method is a kind of wide coverage of the relative system of the scientific method,apply it to the small and medium-sized water conservancy engineering quality assessment management,is a scientific experiment.
