Road resources,as the most basic public service resources,must reflect fairness inproviding services to the people.However,in the past,the pursuit of efficiency in urban development led to the rapid development of "vehicle-based" transportation and many urban problems.In efficiency priority consideration shall be given to the fair at the same time,the allocation of road space shall be based on willingness to travel,bicycle traffic in travel again to get the favour of people,however,the current academic research more focused on the micro fine level,and the macro overall planning and development of the study is less,difficult to guide the bicycle traffic in the city all fields within the scope of the construction and development.Starting from the perspective of equity,this paper holds that road resources,as common resources,should serve all objects within the city.Therefore,it is most appropriate to use the total factor resources to build a bicycle transportation system integrating commuting,leisure,fitness,experience and other functions.Based on the theoretical research and development process at home and abroad,this paper summarizes the direction of equity,namely the five aspects of planning system,right of way distribution,intelligence,legislative policy and public participation.On the basis of this,the fairness evaluation mechanism of regional urban bicycle traffic system is constructed.Equity evaluation mechanism of the building,you need to first according to the study of existing evaluation methods of comparative analysis this article selected evaluation method for the analytic hierarchy process(ahp),and then according to the target layer,criterion layer and index layer hierarchical structure model is established,and determine the content of each layer and index layer as the most fundamental review stratification,the selection of indicators to undertake specific features of fairness standard direction and modification,and put forward the evaluation indicators of evaluation standard,USES convert qualitative to quantitative evaluation method,through pairwise comparison method for judging criterion layer contains index the important degree,scientific and reasonable to weight,The final target layer determines the fairness level according to the score of the total score.Then,the fair evaluation mechanism is used to evaluate the macro bicycle traffic system in tianjin,so as to verify theoperability of the evaluation system,and based on this,the existing problems are analyzed and the corresponding improvement strategies are proposed.Finally,the paper expounds the future construction and development of our country of bicycle traffic on the macro strategic direction to achieve fair proposal,which should be scientific and reasonable planning and development system,a sound management system and explore the intelligent transportation technology,in order to the future of global urban bicycle traffic system planning and development to provide effective theoretical guidance,to achieve justice.
