Benchmarking management is widely used at home and abroad as an effective way to enhance the comprehensive strength of enterprises.With the rapid development of China’s economy,the power consumption of the whole society is increasing year by year,and the demand for reliable power supply and high-quality service of distribution network is higher and higher.This paper analyzes the reasons of weak grid structure and backward technical level of Heilongjiang power grid,and the necessity of improving the short board and improving the safe production and operation level of power grid enterprises.On the basis of studying the application methods and evaluation algorithms of benchmarking in domestic and foreign industries,this paper proposes to design a set of benchmarking index system suitable for power grid enterprises,starting with benchmarking management,so as to improve the production and service level of enterprises in an all-round way.First of all,by studying the method of benchmarking quantitative evaluation model,analyzing the basic principles of index system design and the setting method of weight coefficient,the benchmarking system framework is determined.According to the current situation of power grid enterprises in Heilongjiang Province,the benchmarking scope is determined,the index system covering power grid,service,safety,planning,construction,operation,maintenance and other important disciplines is established,and the weight coefficient is distributed.At the level of local and city companies,we should establish a system to modify the basic conditions for development,carry out group benchmarking at the level of county-level companies,and practice differentiated benchmarking management and control.Secondly,various evaluation methods of benchmarking modeling are studied.Normal distribution method is used to evaluate the conventional indexes first,and five quantile method is used to evaluate the indexes which are not attached with normal distribution law after verification.Segment scoring method or segment scoring method combined with quartile method is used to evaluate the indexes which need special evaluation,and linear plus method is used to evaluate the professional scores or comprehensive scores Weight method.Finally,according to the designed index system,substitute the weight,import the algorithm,design and develop the benchmarking information system,generate the index segment,professional ranking and comprehensive score through software operation,and provide the basis for enterprise decision-making and improvement.Research and establish the diagnosis and analysis of short board index,improve the promotion mechanism,and effectively improve the safe production and reliable operation level of Heilongjiang power grid enterprises. |
