Study On The Development Path Of Inclusive City Renewal In China

With the further development of new urbanization,urban renewal has become an important hand in promoting the high-quality development of cities in China.Since the 1990 s,China's urban renewal model has been dominated by growth.Growth urban renewal is based on the utilitarianism of ethics.It standardizes the specific operation mechanism of renewal with the requirements of "good" for economic growth.The whole process largely dispels the negative externalities brought by excessive urban agglomeration,and in a sense,it is also beneficial to economic growth,but it does not fundamentally solve the problem of uneconomical urban agglomeration,which leads to a series of new problems Social contradictions.What are the defects of renewal behavior under growth logic? Or in a more important sense,how should the logic of urban renewal evolve? This problem has become one of the most perplexing issues in the field of urban renewal research.In this context,this paper re examines the current urban renewal mode and operation mechanism under the "growth doctrine" with the core clue of maximizing the comprehensive benefits of urban renewal,and re theorizes the logical evolution of urban renewal through economic analysis,aiming to find a more reasonable and sustainable urban renewal development idea--inclusiveness,which adapts to the development needs of the new era Sexual city renewal.Firstly,based on the transnational perspective,this paper analyzes the development process of urban renewal,combs the historical background,participants,approaches and results of the renewal policies of typical developed countries in various stages,summarizes the experience and lessons from the aspects of value orientation,development scale and operation mechanism,so as to lay a solid foundation for the research.Secondly,introduce the concept of inclusive development,systematically analyze the evolution logic of the concept of urban renewal from "growth" to "inclusion",apply the operational key points of inclusive development to the process analysis of urban renewal,and re comb the game relationship between different stakeholders,the organizational model of the new implementation,the distribution and guarantee methods of the renewed benefits,which are closely relatedto the renewal implementation process The relevant behavioral logic,then put forward the concept and development framework of inclusive urban renewal.In addition,it analyzes the realistic constraints of inclusive urban renewal development from the aspects of renewal speed,subject rights and urban positioning.On this basis,the comprehensive performance evaluation indicators of urban renewal are selected from the economic,social and environmental aspects.The typical CCR model in DEA method is used to measure and compare the comprehensive performance of urban renewal in Shenzhen and Shanghai in 2004-2018,and the response of the two cities to the renewal and reconstruction is analyzed from the perspective of policy driven.Finally,three modes of inclusive urban renewal are put forward: innovation driven mode oriented to enhance the vitality of the central area,community transformation mode oriented to the revival of neighborhood network,and cultural leading mode oriented to the protection of history and culture,and the implementation path and planning strategy are further elaborated.
