Research On The Existing Problems And Countermeasures Of China's Wind Power Regulation

Electric power is the basic industry for national economic growth,it is necessary to improve structural reform of China's wind power field,promote the constructure of ecological civilization,and ensure a healthy growth of national economy by developing the renewable energy electric industry,especially the representative of wind power.As China's wind power market has not been fully established,government factor has become the main force to develop the wind power.In recent years,accompanying with the steady advancement of the wind power regulators reform and the introduction of relevant policies,China's wind power has achieved a rapid growth,but also during the process,a lot of problems have been arised,the most serious problem is the performance of wind power abandon wind.The primary reason is that the absence,dislocation and inefficiency of the government regulation,so that the regulatory can't get the expected effect.The deep reason is that the mechanism and the legal system of government supervision system is imperfect,the department setup is unreasonable,the department power allocation imbalance and the lack of supervision to the Regulators itself.From the problem of wind power abandon wind,the original intentions of this paper are to discover problems of the regulatory,explore ways to solve them and then improve the supervision level of wind power.From the perspective of enhancing the scientific supervision of the wind power,by the way of posing problems,analyzing problems and solving problems,this paper is divided into six parts.The first part is the introduction,which includes the background and significance of this paper.The second part defines some key professional concepts and combs the relevant theoretical basis.The third part analyses the current situation of wind power regulation putting forward the existing problems of wind power regulation,and analyzing its existed cause.The fourth part summarizes the experience of foreign supervision,and expounds its reference and enlightenment to China's wind power regulation.The fifth part puts forward some suggestions to strengthen the supervision of wind power.The sixth part is the conclusion,points out the limitations of this study and the future prospect of relevant field research.This article is by the way of progressive layer.First,the problem of wind power development,especially the representative problem of abandon wind is the starting point to analyze supervision cause of the formation of abondon wind problem and other wind power problems.Then in-depth study the deep-seated cause after the wind power regulation problems,which is the key study of this paper for wind power regulatory system.According to the historical trajectory,the current system,the practical experience of wind power regulation,this paper puts forward some suggestions on how to improve the supervision system of wind power in China from the aspects of regulatory capacity constructure,external policy environment and regulatory experience.The first is to put forward the suggestion of improving relevant institutional mechanisms of wind power regulation.The second proposes the method of closed-loop management and other ways to optimize wind power regulation;The third is to strengthen the supervision of the regulatory authorities themselves.China's wind power regulation can develop from the practical problems,combining with foreign advanced management concepts and experience,to further improve the relevant content,scientifically define the regulatory functions,rationally set up institutions,strengthen the supervision of the regulatory authorities itself,so as to promote the level of China's power regulation.
