Water resources are one of the irreplaceable resources on which human beings depend for survival,the basis for human survival and development,and an important material basis for achieving sustainable social development.With the population growth and social and economic development,the demand for water resources has increased year by year,and the sustainable use of water resources has become a major strategic issue related to China's economic and social development.The proposal of virtual water strategy can provide new ideas and solutions for solving water resources problems.Under the constraints of long-term water shortage in Ningxia,this study conducted a comprehensive evaluation of the suitability of virtual water strategy.First,from the perspective of water-economy-society-ecology coupling,a virtual water strategy suitability evaluation index system is constructed from four aspects:natural conditions,economic conditions,social conditions,and ecological conditions,including a target layer and four criterion layers.And 17 indicator factors.Based on the relevant data of water resources and social economy in Ningxia from 2009 to 2017,entropy method was used to determine the weight of the assessment indicators,and the fuzzy comprehensive evaluation method was used to construct five very suitable,generally suitable,suitable,unsuitable,and very unsuitable.The suitability level is a comprehensive evaluation of the suitability of the region to implement a virtual water strategy from the aspects of ecological environment,food security,water security,and economic benefits.In addition,the water consumption of the three major industries in Ningxia is analyzed and evaluated from three aspects of total water consumption,total GDP and 10,000 yuan GDP water consumption,and agriculture is selected as the preferred industry for the implementation of Ningxia's virtual water strategy.Then,using the CROPWAT8.0 software model recommended by the UN Food and Agriculture Organization,using CROP data and CLIMATE database,as well as relevant climate data in Ningxia,Ningxia Statistical Yearbook,etc.,typical crops(wheat,rice,corn,potato,potato,Quantitative calculation of virtual water from oil,vegetables,etc.),screening high-water-consuming crops and setting six alternative or reducing high-water-consuming crops cultivation scenarios for scenario simulation,reducing the crop cultivation and using water for economically efficient industries The activity will study and analyze the economic benefits of implementing virtual water strategy for regional agricultural production,and discuss the feasibility of implementing agricultural virtual water strategy in Ningxia.The results show that:(1)There are spatial and temporal differences in the suitability of the Ningxia virtual water strategy implementation.The virtual water strategy gradually shows a suitable trend with time.Yinchuan is in the first grade,Zhongwei and Wuzhong are in the second grade,Shizuishan is in the third grade,and Guyuan is in the middle.? is suitable;(2)From the perspective of influencing factors,the suitability of virtual water strategy is most affected by natural resources and social development;(3)Agriculture is the industry of choice for implementing the virtual water strategy in Ningxia.The scenario simulation assumes six schemes to implement the virtual water strategy for agriculture.It is obtained that the implementation of the virtual water strategy in Ningxia will save a lot of water resources and at the same time the saved water energy will produce good Economic benefits to achieve efficient use of water resources.
