With the vigorous development of the logistics industry,rail express freight service has gradually become the main competitiveness for competing with the highway,shipping and air freight for the market share of the express delivery industry.Therefore,a good railway express freight service plan has very important practical significance for improving transportation efficiency and enhancing the comprehensive competitiveness of the railway.This article first clarifies the definition of express freight and express freight,and on this basis,introduces the current major railway express freight service projects in Europe,domestic rail express freight classification methods and transportation organization process.Then,this article points out that under the condition of multimodal transportation,due to the different cargo types and data structures of different modes of transportation,it cannot directly optimize the use of railway express freight network,and then constructs a multimodal transportation freight data fusion framework.The railway freight flow matrix containing intermodal goods is calculated.On the basis of this matrix data,construct a bi-level planning model of freight service plan.The upper model considers the benefits of railway carriers and uses transportation costs as the objective function.The lower model takes into account the interests of the consignor and introduces game theory.The reciprocal of the transportation time savings is the most payment function.For the two-layer model,GA-PSO hybrid heuristic algorithm is designed to solve the optimal freight service plan.On the basis of the optimal scheme,a node evaluation and optimization framework of railway express freight network based on evidence reasoning was constructed.Annual freight throughput,station hardware facilities,transportation efficiency and transportation cost were used as evaluation indicators.Evaluate the network hub station under the optimal service plan.In this way,stations with stronger and weaker freight network capabilities are identified.For the station with stronger capability,it can be used as the regional core of the future network development.For the station with weaker capability,an early warning scheme can be designated to prevent the network from being paralyzed in an emergency.Finally,a small railway express freight network under multimodal transport mode was designed,and the model was solved with and without considering the intermodal cargo,respectively,and the optimal solution was compared and analyzed.The results show that:intermodal transport is not considered Goods will cause the theoretical freight flow on some ODs to be lower than the actual freight flow,thus causing the designed freight service plan to fail to meet the actual freight demand.This will negatively affect the brand and competitiveness of railway transportation.
