Urban Green Space System Planning In Japan And Its Reference

Rapid urbanization breeds serious urban heat island phenomenon,urban waterlogging and other urban problems.Urban green space has many functions,such as purifying air and improving urban environment,which can effectively alleviate urban problems.However,because of the overheated urbanization,the green space has not been effectively protected,and the urban green space planning has not been scientific enough to arrange the green space as a whole and play its function well.On the other hand,neighboring Japan,although it has experienced rapid urbanization,it has retained and built a large number of high-quality green space,and the overall environmental level is high.This is closely related to its scientific urban green space system planning,in which the experience is worth learning from in China.This paper combs the urban green space at home and abroad the research progress of systematic planning,and the research progress of Japanese green space is emphasized.Using field investigation,comparative analysis and other methods,starting from the planning legal system,compilation content,planning process and so on,and combining with the specific planning case,the paper makes a theoretical and practical in-depth analysis of the urban green space system and its planning in Japan,in order to provide reference and suggestions for the construction and planning of urban green space system in China.The following are the main conclusions:(1)The planning contents of urban green space system in Japan include its green space legal system,system planning composition and planning process.And focus on the analysis and evaluation of green space,green space indicators,green space layout and other related content.Finally,summarize some characteristics of urban green space planning in japan,such as clear planning level,emphasis on legal factors and scientific and democratic decision-making,reasonable cooperation mechanism between government and public,and efficient working mechanism of government organization.(2)Taking Setagaya District of Tokyo as an empirical research example,and it has a high-level quality of green space ovevall.Analyze the status of the green space in the area and find problems,and conduct in-depth research mainly from the two aspects of green space layout and green space implementation.It was found that the green space system,management cooperation mechanism,and public participation can well guide green space construction and protection.(3)Analyzed the similarities and differences of the urban green space system planning between China and Japan comprehensively,and summarized the problems existing in China's urban green space system planning,including the incompleteness of the green space index system and the laws and regulations system.Based on the Japanese planning layout,planning implementation,green space laws,etc.,new planning procedures have been constructed based on China's actual situation,and the steps of public participation and evaluation of planning implementation have been increased.Finally,in terms of the implementation and management of the green law construction,improve the coordination mechanism of departments and public participation and other relevant side,brought forward some recommendations.
