With the fast advancement of global economic integration and the increasingly fast international flow of commodities,capital,technologies and talents,the international community has stepped into a new economic era when the business model of transnational groups and subsidiaries has become an important part of the economic society.The performance appraisal system as an important company management tool can effectively promote transnational groups' strategic development.As the business model of transnational groups and subsidiaries is severely challenged by the radically changing social and economic conditions,the transnational groups need to adjust their performance appraisal system according to their actual conditions,including business environment,subsidiaries' corporate culture,state of development and regional management.According to the investigation of performance management of GA group company and research from GA company management team,auditor found that GA company subsidiary appraisal current issues,one,lack of long-term development strategy to combine with performance appraisal target;two,group ignore the overall cost of capital assessment;three,performance appraisal index of non-financial indicators are unreasonable;four,not proportion design for indicator weight.To analyze founding problems of current performance appraisal system and find the causes of the problems,one,without considering the strategic guidelines;two,the performance appraisal system does not take into account the interests of relevant parties;three,the performance appraisal system does not consider the complexity of the environment;four,the performance appraisal system affected by managers subjectivity.According to reason analysis to provide proposal(BSC method)to solve current performance evaluation index system,through the analysis of result for new GA system to provide support system suggestions from the aspects of team,system,budget,motivation,communication and so on,in order to promote optimal performance evaluation index system smoothly.
