Marine biological invasion has become one of the four major threats facing the world's marine ecological environment.Ship ballast water provides a way and carrier for foreign biological invasion.In order to prevent the invasion of foreign organisms in ballast water and improve the risk prevention and control of ballast water,the International Maritime Organization(IMO)formulated the International Convention on the Control and Management of Ship Ballast Water and Its Sediments Convention).The "Convention" has officially entered into force for China on January 22,2019,and the accumulation period of China's ship ballast water experience also began.As the largest exporter and importer of ballast water,China currently lacks in-depth research on marine alien organisms,especially the invasion mechanism of alien organisms introduced by ship's ballast water,disaster monitoring,and risk assessment and early warning.The shore-based treatment and prevention and control management are in' blank,and cannot meet China's current requirements for the prevention and control of ship's ballast aquatic invasion.Based on this,this paper designs the ship's ballast water biological invasion prevention and control platform and software implementation,and implements the business integration of the ship's ballast water information declaration,sampling detection and shore-based treatment,to prevent the risk of ship's ballast water alien biological invasion Provide platform support for control and scientific decision-making.This article first introduces the current status of ballast water management at home and abroad.Based on China's ballast water demand,it conducts business demand analysis and performance demand analysis of the prevention and control platform,and establishes a business process model of the prevention and control platform.Through the analysis of each business module of the ballast aquatic invasion prevention and control,the overall design of the ship ballast aquatic invasion prevention and control platform is completed.Then the ballast water prevention and control platform is designed into four modules,namely the ship information declaration module,the ballast water on-site quick inspection module,the ballast water standard detection module and the shore-based processing module.The information declaration module is used to register the ship's ballast water information and pass the ship information to the on-site quick inspection department;the on-site quick inspection module is used to manage the information of the rapid inspection of the ballast water and determine whether to conduct laboratory standard inspection;standard inspection module It is used to manage the information of ballast water standard detection and determine whether to carry out shore-based treatment;the shore-based treatment module is used to manage the treatment information of ballast water and allow the discharge of ballast water.After data analysis and workflow analysis for each module,the detailed design of the ship's ballast water intrusion prevention and control platform was completed.Next,the use of JSP technology to complete the specific functions of each module,the use of MySQL database system to establish a ship ballast water,biological invasion prevention and control platform database,and further completed the prevention and control platform information declaration system,ballast water detection system And information management system design and implementation.Finally,after the platform software design is completed,the software functions are tested and the platform performance is analyzed.By establishing a ship's ballast aquatic invasiop prevention and control platform,the regulatory process has been standardized,the efficiency of law enforcement has been improved,and the cost of law enforcement has been reduced.Under the international background of ballast water compliance,it provides useful reference for China's comprehensive management of ballast water information.
