With the development of economic globalization,international trade has become more and more frequent.As an important node for the transportation of goods,container terminals have played an important role.At the same time,with the development of large-scale ships,the throughput of container terminals continues to increase,and the difficulty of its operation and management is also increasing.How to improve the efficiency of existing space resources and mechanical equipment has become a research hotspot of container terminals.Confronting the increasing container volume and limited space resources,effective allocation strategy and relocation strategy can make full use of yard space resources.In actual operation,the arrival time of owner's truck is uncertain,which results in non-correspondence between the picking order of the truck and the container's storage position in the yard,resulting in a large number of relocation.Appointment mechanism can constrain the arrival time of the trucks,which helps build a better yard allocation plan,reduce the amount of relocation,and improve the efficiency of the container retrieving and the satisfaction of the owner.It has a positive impact on the terminal and the owner.In this paper,the factors affecting the relocation of import containers in the yard are sorted and analyzed.It is found that a reasonable yard allocation plan can reduce the amount of import containers relocation from the beginning.So the appointment mechanism and the incentive and punishment mechanism are introduced to make reasonable allocations of import containers in the yard and restrict trucks to arrive in the appointment time window.A relocation strategy is developed to reduce redundant relocation during the retrieving process.The optimization model of the import containers under the appointment mechanism is constructed.A genetic algorithm is used to solve the model,obtaining an allocation plan of import containers when the truck arrives on time and arrives after the appointed time window.In this paper,numerical experiments are carried out by changing the number of import containers to verify the rationality and effectiveness of the model and the algorithm.The experimental results show that the allocation plan of import containers under the appointment mechanism given in this paper can effectively reduce the amount of relocation during the retrieving process,reduce the operating cost of the terminal and improve the satisfaction of the owner.
