With the development of China's social economy,the government's emphasis on environmental protection has been increasing,and the public's attention to the surrounding environment is also increasing.As a state-owned enterprise,Tianjin Port should take more responsibility for creating a better environment and create more green environmental value for the society.Due to the nature of the Tianjin Port Industrial Park,the green areas in the port area are mainly road greening,and have been funded and managed by Tianjin Port Group.However,with the reform of the state-owned enterprise system,the transportation of coal to coal has been suspended,and the benefits of Tianjin Port have fallen sharply.There is not enough funds to invest in road greening.The quality of road greening in Tianjin Port has dropped dramatically.This paper attempts to establish a set of PPP project operation mode suitable for road greening in Tianjin Port by studying the necessity and feasibility of introducing PPP mode into Tianjin Port road greening,in order to solve the problem of low efficiency of road greening management in Tianjin Port.The PPP model mainly refers to a model in which the public sector and the private sector work together to build infrastructure or provide public services.This paper intends to find a breakthrough,expand the application scope of PPP mode,apply PPP mode to Tianjin Port road greening management,enrich the financing channel of Tianjin Port road greening construction,and improve the level and quality of road greening construction.Firstly,through the literature research method,search and collate the research results of PPP mode application at home and abroad,and find the theoretical basis of this paper,which lays a foundation for the later research and analysis.Then through the analysis of the Tianjin Greenland data and investment amount,combined with the on-site investigation method,the existing problems of the road green space and the necessity and feasibility of introducing the PPP model are discussed in depth;Combining the relevant knowledge analysis pf management science,economics,landscaping and other disciplines,and proposing different PPP modes for road greening construction,upgrading and daily maintenance,it is recommended to build,own,and Operation(BOO)+public participation mode;for reconstruction and migration projects,adopt restructuring,operation,handover(ROT)+daily maintenance+public participation mode;for daily maintenance management,take operation and maintenance contract(O&M)+government assessment+Public participation model.At the same time,the main principles of the PPP model and the responsibilities of the participating parties are clarified.Finally,three safeguard measures are proposed to ensure the smooth progress of the project.Road greening is the facade of Tianjin Port Group Corporation and the first impression left to customers.By introducing the PPP model into the road greening management of Tianjin Port Group,the social capital will be integrated into the road greening construction,so that the group company has sufficient funds to improve the road greening landscape effect,while encouraging the public to participate in supervision,strict road green space management procedures,and thus can promote corporate civilization and economic development.
