With the rapid development of wireless communication technology,video encoding and decoding technology,streaming media technology and other computer intelligent technologies,how to effectively use intelligent technology to upgrade the emergency command system,improve the ability to deal with emergencies has become a research hotspot.In this thesies,a set of intelligent emergency command system based on Android platform is developed and designed based on the emergency command system of armed police under the scientific research project group.The linux-based Android operating system has become the mobile operating system with the highest market share in the world due to its open source and good embedding.Its emergence provides a new platform and technical solution for emergency command.The purpose of the emergency command system based on the Android platform designed in this paper is to establish a unified command and dispatch platform.Combined with the use scenarios of armed police,the emergency command system can realize unified coordination and command at all levels and information resource sharing in case of an emergency,and form an emergency command mechanism of unified command,unified rescue and joint action.Firstly,based on the research technology at the current stage,this thesis clarifies the technical means used to realize the project and conducts in-depth research on the implementation technology,These include: streaming media technology,H.264 video compression codec technology,AAC(Advanced Audio Coding)audio coding technology,streaming media transmission protocol,etc.to prepare for the realization of the system.Secondly,the hierarchical structure of the system and the technical scheme of the implementation are designed in combination with the requirements of the use scenario.The whole system is divided into the client side and the server side.Client system based on hierarchy can be divided into detachment,squadron and extension,The detachment client system consists of five functional modules: video command,broadcast command,plan command,message command and log query.The squadron client system adds a live patrol function based on the detachment function module for real-time viewing and intelligent alarms to the front-end extensions.After the complete design,the implementation of the client system is the focus of the coding implementation,n the encoding process,the FFmpeg open source multimedia framework and the OpenCV computer vision library are used.Finally,the function and performance of the system were tested and optimized.Through the above research work,after two years of research and development cycle,the system successfully completed the function realization of each module.Through the test,the system performance is stable,video interface clear and smooth frame loss,clear voice signal,completed the expected goal.
