Design And Implementation Of Maritime Traffic Management And Coordination System In Qin Huang Dao Port

Port information construction has become one of the important measures to increase the competitiveness of modern ports.At present,Qinhuangdao Port and related departments have become informative,but it’s hard to collaborate effectively with each other.The phenomenon of “Information Island” is widespread,which leads to the low degree of adaptability for ship entering,berthing and outbound management between different department,which in turn affects the efficiency of each department.This paper focuses on the design and development of the vessel traffic management and coordination system for Qinhuangdao Port.It realizes the real-time sharing of ship state information and information in the realm of vessel dynamic data based on the idea of data integration,promotes efficient coordination between port and departments,and provides convenience for port production and maritime supervision.This paper mainly summarizes the following three aspects:Firstly,the demand analysis and overall plan of the Qinhuangdao vessel traffic management and coordination system are given.Based on the actual situation of Qinhuangdao Port’s maritime traffic business,this paper concludes the collaborative problems faced by maritime traffic management and dispatch for Qinhuangdao Port,and detailed analyses the business processes and collaboration needs of various departments.Secondly,design and implement a data exchange platform with the core vessel dynamic data.By utilizing the existing dispatching management system resources of maritime and port,collecting the information of shipping agent,pilot station and towing company,integrating the data of all participants in the port to realize the real-time sharing of vessel dynamic data between port and departments.Finally,based on vessel dynamic data exchange,the vessel traffic management and coordination system of Qinhuangdao Port is designed and implemented,which includes six functional modules: port dispatching,ship agent,pilotage management,towing management,traffic control center and system management.From the level ofinformation sharing,the integrated management of operation entities,maritime administrative law enforcement institutions and auxiliary units for Qinhuangdao maritime space will be realized.
