Water resources are an irreplaceable natural resource for human survival and economic and social development,and an important guarantee for sustainable economic and social development.With the rapid development of the economy and society and the rapid growth of the population,the pressure on water resources has soared.In addition,people’s requirements for the quality of the living environment have been further improved.On the one hand,the demand for water resources has increased,and on the other hand,the requirements for water quality have also been raised.With the the large-scale increase in population and rapid socio-economic development of the Beijing-Tianjin-Hebei region,water shortage,water security and deterioration of the water environment have become a important problem that restricts the sustainable development of the Beijing-Tianjin-Hebei region.Therefore,The analysis of water resource carrying capacity has practical significance in a certain period of time.In the background of the coordinated development of Beijing-Tianjin-Hebei,based on the panel data,this paper takes "Beijing-Tianjin-Hebei" as the starting point,discusses the current situation of water resources utilization and protection in Beijing-Tianjin-Hebei,and proposes countermeasures to promote the water resources carrying capacity in Beijing-Tianjin-Hebei region based on the results of empirical analysis.Based on the analysis of the status quo of water resources development in Beijing-Tianjin-Hebei region,and the panel data from 2010 to 2016,this paper uses the entropy method to calculate the weight of each subsystem and uses the comprehensive index method and TOPSIS model to quantitatively evaluate the water resources carrying capacity of 13 cities in the four major functional areas of Beijing,Tianjin and Hebei.The advantages and shortcomings of water resources carrying capacity in Beijing-Tianjin-Hebei region are compared and analyzed from the vertical and horizontal dimensions.The main research contents include the following aspects: First,the analysis of water resources in the Beijing-Tianjin-Hebei region.It mainly includes the water resources basin division,amount of water resources and water resources development and utilization analysis of the Beijing-Tianjin-Hebei region.Second,the construction of the evaluation index system and the model.Based on the reality of Beijing-Tianjin-Hebei and following the principles of science,rationality and feasibility,this paper establishes an evaluation index system for water resources carrying capacity,covering four aspects of water resources system,economic system,social system and ecological environment system and a total of 20 specific indicators.Third,the empirical study on water resources carrying capacity of Beijing-Tianjin-Hebei.In this paper,the comprehensive index method and TOPSIS model are used to process the data of 13 cities in the four major functional areas of Beijing,Tianjin and Hebei from 2010 to 2016.According to the model results,the water resources carrying capacity of 13 cities in Beijing,Tianjin and Hebei are analyzed from the vertical and horizontal dimensions.Finally,based on the empirical results,combined with the actual development,the countermeasures are proposed for the improvement of water resources carrying capacity in the Beijing-Tianjin-Hebei region.
