The research on the value of water resources assets is to deeply integrate environmental science,management science and accounting,so as to complete in-depth systematic research and determine its value on the basis of multiple value quantification methods.The quantification of the value of water resources assets is conducive to the scientific and rational distribution of water resources.It is an important basic work for exploring the preparation of water resources balance sheets.It is also the basis for leading cadres to implement the audit of water resources assets and establish a lifelong accountability system for ecological environmental damage.in accordance with.Through the analysis and research of the relevant literature on water resources assetization research,the following problems are summarized: due to the responsibility and particularity of water resources itself,there is no relatively perfect theory and method for the research on water resources assetization.Sources,value quantification methods and value systems are highly controversial;there are few value quantifications and case studies.Therefore,quantification of the value of water resources assetization needs further discussion.Based on the above problems and previous studies,this paper further studies the knowledge related to water resources assetization.Firstly,based on the connotation of water resources,the related concepts and value theory are summarized.On the basis of this,the research scope of this paper is defined.Different methods and models are used to establish the accounting system.The example of Wuhan is taken as the research object.Research,and then verify the scientific and rationality of theoretical methods and models.The research characteristics of this subject are: defining the relevant theories and connotations of water resources asset research,avoiding the blindness of previous research;using two methods to calculate the asset value of water resources,verifying methods and models on the basis of examples Correct.Based on the established accounting system,under the hierarchical nuclear algorithm,the value of water resources in Wuhan in 2017 was 146.901 billion yuan.Under the comprehensive nuclear algorithm,the value of water resources in Wuhan in 2017 was 35.55 billion yuan,and the value comparison was sufficient.It shows that the hierarchical kernel algorithm cannot be avoided in repeated calculations,but it is helpful to find out the “family” of water resources assets at a certain point in time.Under the comprehensive nuclear algorithm,the highest value of water resources asset price in 2017 is 7.58 yuan·m-3.After calculating the ratio of water fee to disposable income within 2%,it conforms to international standards and fully proves that research and practice are in line with the actual situation.It further proves the correctness of the model and method proposed in this study.Finally,based on the results,the countermeasures and suggestions for water resources assetization research are proposed from nine aspects.
