The Study On Internal Control Of The Aviation Security Of Xinjiang Airport Group

In recent years,Xinjiang has achieved sustained social stability,high-quality economic development,and continuous release of stable dividends.With the implementation of the national major strategy“One Belt,One Road”,Xinjiang's airport transportation industry has developed rapidly,business efficiency has grown steadily,and service quality has continued to improve.The three transportation indicators of flight movements,passenger throughput and cargo and mail throughput all reached record highs.Along with the rapid development of the civil aviation industry,the security pressure of Xinjiang civil aviation has increased.For example,the "8.07" incident in Xinjiang Airport in 2011,the "6.29" in 2012 and the hijacking incident in 2012 etc.These incidents have been repeatedly ringing alarm for the civil aviation safety in Xinjiang.The importance of the security of Xinjiang Civil Aviation is by no means a "paper talk",nor is it an empty slogan.It is not an illusion,it is actually the primary risk lurking in the development of Xinjiang's aviation industry.The internal control of enterprises is an important means of modern enterprise management.Only by continuously strengthening and optimizing the internal control system of enterprises can the quality and effect of the various goals of the enterprise be guaranteed,and the fundamental interests of enterprise managers,investors and employees of enterprises can be guaranteed.Therefore,by continuously strengthening the internal control of the enterprise and realizing the collaborative work among various departments,it can best resist and resolve the risks faced by the production and operation of the enterprise.The "Internal Framework of Internal Control" issued by the US COSO Committee is a classic theory of internal control of enterprises,and it has strong applicability and practicality.Based on this background and theoretical basis,this paper focuses on the overall goal of the central government's strategy for governing Xinjiang,and implements the general goal of Xinjiang region.Combined with the operating activities of Xinjiang Airport Group,the five elements of COSO's Internal Control Integrated Framework are taken as the research perspective.It sorts out the existing problems in the internal control of aviation security of Xinjiang Airport Group.Evaluating key constraints of aviation security internal control from the perspective of five dimensions: control environment,risk assessment,control activities,information and communication,andsupervision.Establishing an aviation security internal control system through risk management,hazard identification,risk assessment and risk control,which provided suggestions for the improvement of the aviation safety level of Xinjiang Airport Group:1.internal control is an important guarantee to achieve airport aviation security.2.The improvement of the internal control system for aviation security is a long-term process.3.The management's attention is crucial to building a good aviation security internal control system.Given my limited professional competence,the research results will inevitably have limitations in time and space.I sincerely hope that it will have certain guidance and reference value for the improvement of aviation security level in Xinjiang airports.
