In order to further deepen the reform of the electric power system,solve the prominent contradictions and deep-seated problems restricting the scientific development of the electric power industry,promote the healthy development of the electric power industry,and promote structural transformation and industrial upgrading,the CPC central committee and the state council jointly issued several opinions on further deepening the reform of the electric power system.In this round of electricity reform,the reform of the electricity selling side is one of its core contents and one of the main tasks.At present,China's electricity sales market is still in the initial stage,and the development modes of various electricity sales companies are still in the formative stage.Electricity sales companies are facing great problems in key business design and innovation,partnership management,profit model expansion and other aspects.Facing the irreversible trend of electricity sales side marketization,the development of competitive retail price package is the core of retail business competitiveness of China's electricity sales companies.Combined with the background of new electricity reform,this paper firstly summarizes the literature of domestic and foreign scholars on the characteristics of power load and the research status of retail price set design,and sorts out the relevant basic theories from three aspects:the research of retail power market,the analysis of power system and user load characteristics,and the design of retail price set.Then,this article build power system load characteristic analysis model from the longitudinal time dimension,and this model analyzes the overall load of the system from the three dimensions of year,month and day,and this article constructs a quantitative and classification model of power user load characteristics from the horizontal index dimension.Based on user classification,this model analyzes the electricity consumption characteristics and preferences of different users,and conducts empirical analysis.Then,summarizes the differentiation retail pricing packages system design principles,design new electric change under the condition of differentiation retail pricing packages system,this system including pricing packages can choose two electricity price basis set load rate,simple pricing packages,combination pricing packages,and analyze the applicable objects to each type of pricing packages,at the same time,the principle based on reasonable profit,build the pricing model of each pricing packages.Finally,based on the pricing model,measuring the electricity price of basic pricing packages,simple pricing packages,combination pricing packages,and based on the calculation results of electricity price,the total payment price of different retail electricity price packages was calculated for users with different electricity consumption behaviors,and the preference of user packages with different electricity consumption behaviors was analyzed.T hrough analysis and research,this paper obtains the power system and the load characteristics of power users under the new electricity reform conditions,and establishes a differentiated retail price set system that can better adapt to the demand characteristics of power users in the competitive environment of power selling side under the new electricity reform conditions,providing reference for the design of power selling set set for future power selling companies.
