Research On Operation Efficiency Evaluation And Incentive Mechanism Of Power Grid Enterprises Under The Background Of New Power Reform

In March 2015,"Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening the Power System Reform",promulgated the direction of Electricity market reform.It is very neccesary to constructing an evaluation system for the operation efficiency of power grid enterprises that meets the needs of power system reform,and formulating a scientific and rational incentive mechanism for the operation efficiency of power grid enterprises.On the one hand,it can improve the operational efficiency of power grid enterprises,help them reduce internal costs,and promote the sustainable development of power grid companys.On the other hand,it can prevent the risk of China's power market reform,promote the effective allocation of resources in the power industry,and thus promote the process of China s power market reform.This paper first reviews the theory of efficiency evaluation and efficiency incentives,and focuses on the three-stage DEA method used in this paper.Secondly,by arranging the practical experience of incentive supervision of power grid enterprises in the UK,Australia and France,the paper analyzes the similarities and differences between the regulation model and the incentive mechanism,and makes theoretical reference for the establishment of incentive machines adapted to the actual situation in China.Then,by analyzing the impact of the price reform on China's power grid enterprises,7 input and output indicators of China's power grid enterprises in the context of reform were selected;by analyzing the external environment currently faced by China's power grid enterprises,3 external environmental indicators that affect the operational efficiency of power grid enterprises were selected.On this basis,taking into account the three-stage DEA method can eliminate the influence of environmental factors unrelated to make the efficiency value better reflect the role of transmission and distribution price reform,this method is used to measure the operational efficiency of 26 provincial grid enterprises in the context of transmission and distribution price reform.The practicality and effectiveness of this method are proved by empirical analysis.Finally,according to the practical experience of foreign incentive regulation and the calculation results of efficiency,the incentive mechanism of grid enterprise efficiency,reliability and service quality under the background of China's power price reform is constructed.By using the three-stage DEA method,this paper realizes the evaluation of the operational efficiency of China's power grid enterprises under the background of transmission and distribution price reform,and builds an incentive mechanism based on performance benchmarking theory and assessment reward and punishment system.It provides a practical basis for the implementation of incentive supervision for power grid enterprises in the context of transmission and distribution price reform.
