Study On The Reform Of Civil Airport Charges In China

With the gradual deepening of the reform of civil aviation system,the general administration of civil aviation of China has issued and implemented a series of policies and measures on the reform of airport charges since 2007,gradually relaxing the monopoly business of the airport.CAAC further strengthened the reform of "deregulation and service".In order to break down the obstacles of market-oriented allocation of factors,it issued the notice on the adjustment plan of civil airport fee standard,constantly improved the formation mechanism of airport fee and the market-oriented pricing of airport aviation service business,and gradually relaxed the monopoly business of the airport.When Beijing capital international airport(hereinafter referred to as the "BCIA)annual passenger throughput has breakthrough,the types of business needs to face more and more multifarious,through this study,based on the theory of the bilateral market on the one hand,can reveal the airport platform market general characteristics and classification,the limited rational choice between bilateral market and game mode analysis,the principle of supporting platform for pricing system of theoretical framework.To study the civil airport platform pricing strategy as the research object,from the "professional management,market-oriented operation,dynamic coordination,leasing management" perspective,explore the airport platform based on the theory of bilateral market and the general characteristics of the market,the existing problems put forward the civil airport,study problem solving Suggestions,and puts forward suitable for BCIA existing aviation business business pricing strategy,operation optimization and strain strategy in the future.In a word,we strive to make a breakthrough in this field of practical research in an operable way,which will provide valuable reference for relevant decisions of BCIA's airport platform market based on the bilateral market theory,and finally make contributions to the goal of building Beijing capital airport into a world-class large international hub airport.At the same time,with the construction and operation of daxing airport,this paper analyzes the charging mode under "one city,two markets",and studies the charging pricing strategy under the coordinated development of the two markets.
