Abstract/Summary:
With the issuance of the No.9 Electric Power Reform Document,a new round of electric power system reform in China has begun.A new round of electricity reform proposes to effectively develop the power side market and strengthen the competition of power generation side.For the power generation industry,this series of reform measures has essentially changed their business model,business principles and development prospects,which is both an opportunity and a test.The unpredictable external market environment makes the current performance appraisal system of operators in the power generation industry show its drawbacks,which is only related to the absolute performance of operators,ignoring the impact of external environmental factors on the performance of operators,affecting the fairmess of performance appraisal and seriously damaging the enthusiasm of operators.Therefore,the power generation industry urgently needs to consider the establishment of a fair and reasonable performance appraisal system for subsidiary operators,which not only can quickly adapt to the new electricity reform environment,but also can encourage operators to improve their performance level.By contrast,the advantages of relative performance evaluation are clearly demonstrated.This paper carefully analyses the current performance appraisal index system of subsidiary operators of power generation group in China,and points out its shortcomings such as lack of horizontal comparison,single appraisal index and lack of incentives,based on which a set of relative performance index system for subsidiary operators of power generation group is proposed.Based on the analysis and improvement of the existing index system of subsidiary operators of power generation group,a set of relative performance quantitative index system combining financial index with non-financial index is constructed,and the actual situation of power generation enterprises is considered to give them reasonable empowerment,so as to increase their practicability and operability.Based on the completion of the index system,this paper establishes a set of relative performance evaluation system for the operators of subsidiary companies of power generation group by using efficiency coefficient method.By effectively selecting comparable enterprises,calculating and dividing the evaluation indicators of comparable enterprises into several grades according to certain standards,the system finds the target operator’s position,and transforms them into measurable evaluation scores through efficiency function.According to the total,the relative performance scores of the subsidiary operators of the target power generation group can be obtained.By grading and grading the scores,the system can achieve the goal.The overall performance level of subsidiary operators in comparable industries is obtained.The performance evaluation system can eliminate the influence of industry factors and system risks,thus reflecting the real performance level of operators in the industry.Finally,this paper uses empirical analysis.Combined with the performance system established,the relevant data of BD Power Generation Company in 2017 are collected and substituted into the calculation,and the total relative performance score is obtained.Through its rating and verification,the validity of the relative performance evaluation system of the subsidiaries of the power generation group is fully verified.
