Ports are the initial driving force for the formation and development of port cities,and the relationshi,p between ports and cities runs through the development of port cities.Over the past 30 years since the reform and opening up to the outside world,the devel opment of port cities has become a growth pole to drive China's rapid economic develop ment,giving birth to the Yangtze River Delta,Pearl River Delta and Bohai Rim port citi es,the three most developed regions in China.Since 2010,the growth rate of China's G ross Domestic Product has begun to decline,with a fundamental change in the stage of e conomic growth,which means that China's economy has entered a new normal stage dif ferent from the high-speed growth period of the past 30 years.With the deepening of C hina's industrialization and urbanization,the port cities have entered a new historical de velopment period.In the past,the old way of urban development,which relied on resou rces for food and at the expense of the environment,must focus on transforming to high-quality development.The theory of industrial clusters is the main theory applied in this study.Port-adjac ent industrial clusters have the general characteristics of industrial clusters,but also hav e their particularity.They are formed by the development of port-adj acent industrial clus ters to a certain extent and are an important way and advanced stage of industrial cluster s.China's port-facing cities have successively put forward the strategy of "proloting ci ties with ports and promoting cities with cities".The development experience of world-f amous ports and the development practice of China's major coastal ports show that the world's advanced ports are moving forward from the third generation of ports to the four th generation of ports.The fourth generation of ports is the main development direction of global ports,and the linkage development between ports and cities is its main feature.The development concept of port-city linkage emphasizes the relationship of mutual r eliance,mutual promotion and common development between port and city,which is e mbodied in the interaction of five levels of economy,employment,function and informa tion culture and the integration of three levels of industry,population and capital.Qingdao is a city prospering from ports.From a small fishing village more than 100 years ago,it has experienced historical periods of German occupation and Japanese oc cupation,and has gradually developed into an important coastal port city in China.Port s have played a key supporting role in Qingdao's regional economic development and industrial structure adjustment,and have played a leading role in optimizing urban space a nd industrial layout.With the in-depth implementation of major national and regional st rategies such as "the belt and road initiative" and the orderly advancement of regional in dustrial structure adjustment,optimization and upgrading,Qingdao is facing higher dev elopment requirements such as resource integration,function expansion and port-city co ordination.This study proposes six strategies:protecting the ecological bottom line,opti mizing the industrial structure,coordinating the development of port-city functions,inh eriting marine culture,strengthening cooperation with hinterland cities and ports to reali ze the transformation and development of port-city in an all-round way.The port city of dongjiakou is a new urban district built in 2013 under the background o f optimizing the industrial structure adjustment and implementing the new urban develo pment strategy in Qingdao.Giving full play to its port advantages is the inevitable choic e for dongjiakou to promote urban construction and optimize the spatial layout.This stu dy takes the port city planning of dongjiakou as an example,and uses the relevant theor y of port city linkage to analyze the industrial and urban development ideas that are base d on the functional orientation of the port area and match it.
