Study On The Effect Of Replacing Business Tax With Value-Added Tax In Waterway Transportation Industry Of China

The reform of business tax to VAT has mainly gone through three stages,they are the experimental stage,the full push stage and the deepening stage.The first phase,the pilot phase was from 2012 to 2014,Shanghai was selected as the first pilot location in China and the transportation industry was selected as the industry.Subsequently,railroad carriage industry also is brought into reform countrywide limits.At this point,the transport industry fully into the scope of the pilot;The second stage,the whole promotion stage,is in 2016,to implement the policy of replacing business tax with value-added tax nationwide.The third stage is from 2018 to now.The tax rate of transportation industry has been reduced to 9% after two adjustments.We will continue to optimize China’s tax structure and deepen tax reform.The implementation of the policy of replacing business tax with value-added tax has made great achievements in China’s structural tax reduction.In the past few years of reform,tax cuts have amounted to over one trillion yuan.However,the transportation industry involves different modes of transport,such as land,sea and air.This goes against the original intention of replacing the business tax with a value-added tax to achieve tax cuts for the whole industry.Transportation industry,as an important pillar of the national economy,plays an important role in driving the development of the world economy.Therefore,it is of great significance to study the transformation and increase of transportation industry.With the development of "One Belt And One Road",China has carried out business with nearly 70 countries.With the advantages of resources,talents and management experience,China has established close cooperation with countries along the routes in ocean transportation,port management and ship manufacturing.The waterway transport industry is facing opportunities and challenges.Waterway transportation industry will continue to develop because of its irreplaceable role in ocean transportation.Therefore,the choice of water transport industry business reform efficiency should be studied to promote the good development of China’s economic and social.The empirical analysis method should be adopted to study the efficiency improvement of China’s waterway transport industry.First of all,through consulting research materials at home and abroad,to understand the process of tax reform and the setting of value-added tax at home and abroad,as well as the views of scholars from all walks of life on the replacement of business tax with value-added tax in China’s transportation industry and put forward their own views,at the same time,this paper combs the relevant theoretical basis of business transformation and increase,which is used as a tool to analyze the effect of business transformation and increase in China’s waterway transport industry.Secondly,this paper analyses the current situation and effect of the increase in the operation of waterway transport industry in China,and puts forward the influencing factors of the increase in the operation of waterway transport industry in China: industry characteristics lead to fewer items of input tax deduction,restrictions on the scale of upstream and downstream enterprises to obtain standardized invoices,and increase the complexity of enterprise financial processing.Thirdly,based onthe 9-year financial data of 25 water transport enterprises,a multiple regression model was established to empirically analyze the changes in the corporate tax burden of listed water transport companies after replacing the business tax with a value-added tax.Finally,the paper puts forward some countermeasures and suggestions to improve the efficiency of China’s waterway transportation industry,including increasing the items of tax exemption or tax reduction by half,deducting the amount of tax payable by a fixed proportion,improving the accounting system and accelerating the integration with the international market.This paper chooses relatively new data and adopts empirical analysis method to study the achievements of waterway transport industry,which can provide reference for other scholars to study the policy of business transformation and increase。...
