Study On Water Conservancy Heritage And Protection,Development And Utilization Of Foziling Reservoir

Following the founding of New China,the Foziling Reservoir is the first reinforced concrete multi-arch dam in Chinese history built in response to Chairman Mao Zedong’s call of "we must repair the Huai River"and to eradicate the flood of the Huai River.The dam site is located in the upper reaches of the east part of Pi River in the Huai River Basin and in Foziling Town,Huoshan County,Luan City,Anhui Province.Based on the investigation and study of the water conservancy heritage of Foziling Reservoir,this paper analyses the connotation of the water conservancy heritage of the Reservoir,and preliminarily discusses the protection,development,planning and utilization of the water conservancy heritage of the Foziling Reservoir.This article is divided into five parts:The first part is introduction.This paper brie:fly introduces the geographical location,historical status,research status of Foziling Reservoir,and show the basis of topic.Foziling Reservoir is known as"the first dam of New China",and its value is immeasurable.Foziling Reservoir is not only an industrial heritage but also a water conservancy heritage.From the analysis of the present situation of the reservoir heritage,its water conservancy heritage covers a broader scope,covering the content of the industrial heritage of Foziling Reservoir.Research shows that the forms of water conservancy heritage are mainly divided into material and non-material categories.Foziling Reservoir,as a modern water conservancy project,is still in use and belongs to the material water conservancy heritage.The"Foziling University","Foziling Spirit","Hydraulic Technology"and"Invention and Creation"derived from the Foziling Reservoir belong to the intangible water conservancy heritage.At present,almost all the research data of Foziling Reservoir are elaborated from the aspects of water quality,flood discharge and management,and few of them start from the water conservancy heritage.The second part is the general situation of Foziling Reservoir construction.This paper briefly describes the construction background,construction process and three times of danger removal and reinforcement of Foziling Reservoir.In the early days of the founding of the People’s Republic of China,the flood of the Huai River seriously threatened the lives and property of the people in the basin.The Party and the government decided to build the Foziling Reservoir on the East of Pi River in the upper reaches of the Huai River in order to achieve the function of flood storage and peak elimination.Under the harsh conditions at that time,water experts represented by Wang Huzhen and tens of thousands of workers,peasants,PLA commanders and technicians fought tenaciously and fearlessly.After two years and ten months,they created the first reinforced concrete multi-arch dam designed and constructed by themselves,which is a miracle in the history of China’s^multi-arch dam construction.After that,the reservoir was reinforced three times to ensure the normal use of the reservoir.The third part is the connotation of Foziling Reservoir Water Conservancy Heritage.Foziling Reservoir Water Conservancy Heritage can be divided into five categories:heritage main body,subsidiary facilities,water application auxiliary facilities,Memorial facilities and other facilities.Its heritage value in addition to social value,tourism value,it also has its unique spiritual value-"Foziling University"and"Foziling Spirit".Although the construction conditions are difficult,coupled with the inconvenience of tra:ffic in mountainous areas,and even the construction equipment is not enough to maintain the daily construction of the site,the reservoir construction.Those who are brave,united,learning while doing work quickly set off a wave of learning technology and culture on the construction site,creating more than 400 technological innovations.People call it"Foziling University"cordially,and Mr.Wang Huzhen,the reservoir designer,is called "President"of"Foziling University"."Foziling University"has trained a large number of water resources talents for the motherland,and has made great contributions to the revitalization of China’s water resources cause.Foziling Reservoir,with its rich cultural background,and the spirit of "rooting in the mountains,pioneering hard,dedicating silently,striving and enterprising",inspires generations of people to go forward bravely.The fourth part is problems in the management and protection of Foziling Reservoir’s water conservancy heritage.Due to the influence of many factors,such as long history,unsound system and high environmental protection requirements,there are still some problems in the process of protection,development and utilization of Foziling Reservoir’s water cultural heritage,such as insufficient awareness of protection,inadequate depth of excavation,inadequate publicity and promotion.The social and economic value of Foziling Reservoir,as a cultural heritage of water resources,has not been fully developed.Foziling Reservoir Water Conservancy Cultural Heritage needs further protection,excavation and development;"Foziling University","Foziling Spirit"and other intangible water conservancy heritage formed during the construction of Foziling Reservoir Water Conservancy need further collection and collation in order to better inherit.The fifth part is consideration on the protection,development and utilization of Foziling Reservoir’s water conservancy heritage.Through a comprehensive investigation of the Foziling Water Conservancy Cultural Heritage,in the protection,development and utilization of the Foziling Reservoir,we should intensify the protection efforts,dig deeply the water resources of the Foziling Reservoir,highlight the planning priorities,build the water culture brand of the Foziling Reservoir,and organize special activities to expand the publicity of the water culture of the Foziling Reservoir.Through efforts,Foziling Reservoir will be built into a well-known core humanistic scenic spot of Foziling Reservoir at home and abroad to promote local economic and social development.The last part of the paper is the conclusion,which summarizes the whole paper and points out the shortcomings of the paper,hoping to provide some help for the follow-up development of Foziling Reservoir.
