With the reform and development of economy in the past 40 years,the comprehensive strength and cooperation value of state-owned enterprises in China have increased significantly.Looking at the domestic market,China's economy has reached a critical stage in the process of transforming the development mode,optimizing the economic structure,and transforming the motive power.The problem of imbalanced development and underdevelopment is still prominent.Looking around the world,the recovery of world economy is diverging.In some countries,protectionism is moving against the tide,which resulted in the increasing uncertainty and instability.At the same time,the current world economic situation is complex and changeable,with the trend of economic globalization advancing,international competition increasingly fierce,and the strategic positioning,organizational structure,and management methods of enterprises to be complicated.China's internal control construction is still in its infancy,and the internal control management concept and system are in the state of continuous improvement and implementation.How to fully utilize the efficiency and effectiveness of internal control has become an important factor for enterprises to gain competitiveness.Therefore,the establishment and improvement of a more complete internal control system plays an important role in the development of Chinese enterprises.This paper is based on the internal control theory,firstly introducing the basic situation of a state-owned design enterprise,Zhucheng Company,and the development status of the design industry,analyzing the situation,competition and policy in this industry,and combining the business characteristics with organizational structure of Zhucheng Company in order to summarize the problems existing in the internal control management of enterprises.Secondly,based on the five elements of internal control,this paper analyzes the problems existing in the internal control of the Zhucheng Company,and enumerates the causes that affect the stable development of the Zhucheng Company and lead to poor internal control management.Finally,it helps improve the internal control system and management of Zhucheng Company,and gives the optimized countermeasures for enterprises to learn from based on the internal control theory.Guided by internal control theory,this paper collects data through literature analysis and case study methods to understand the basic situation of the research object,and conducts in-depth understanding of the internal control of the Zhucheng company through field investigations and interviews with enterprise personnel,striving to achieve scientific and reasonable research purposes.Under the full consideration of the incompleteness of the modern enterprise contract,this paper takes the nature of the enterprise as the basic starting point and discusses the institutional reasons for the internal control,thus revealing the essence of the internal control of the enterprise.It is expected to use Zhucheng Company as an example to enlighten other state-owned design enterprises about their establishment and improvement of the internal control,so as to give full play to the efficiency and effectiveness of internal control,and promote enterprises to achieve their strategic goals and help with their sustainable development.
