As the urbanization process of China has accelerated significantly after the reform and opening up,the gathering of population and core functions has had a major impact on historical and cultural blocks. In other words, the protection and development of historical and cultural blocks on the material and non-material levels has been challenged by rapid development of urbanization. There are sharp contradictions between historical and cultural districts and urban development.Due to the large number of unreconstructed architectural heritages in historical and cultural blocks, the complex relationship between protection and development is still a difficult point that is not dare to touch deeply. There is a lack of effective evaluation methods.Based on the comprehensive analysis of existing researches, this dissertation proposes the concept of the implementation of stocks in underground space and discusses the interactive balance of underground space planning and utilization in historical and cultural blocks. The basic theoretical problems of the construction of evaluation methods are studied.Meanwhile,an index system for the implementation of stock evaluation in the underground space of modern historical and cultural blocks is constructed.According to the weight calculation of each impact factor in the indicator system by using AHP(Analytic hierarchy process),construct an evaluation method, and conduct empirical research through cases. This dissertation consists of five chapters. The first chapter clarifies the research background, the scope and significance of the research, and the methods and contents of the research. The second chapter discusses the basis of research dynamics in both domestic and foreign.Discussion the concepts of modern historical and cultural blocks, underground space of historical and cultural blocks and so on.Meanwhile, the concept of the availability of stock in underground space is proposed to solve the existing problems of theory and concept. The third chapter,as the theoretical basis of the evaluation method of this dissertation, studies the basic ideas of the construction of evaluation methods, discusses the selection principle of indicators and the construction process of index system, and analyzes the selection basis of index quantization method and calculation model. An index system for the evaluation of stocks in the underground space of modern historical and cultural blocks was established. The fourth chapter is the process of determining the weight of the indicator system. On the basis of constructing the analytic model, the weights of all indicators are calculated by means of expert scoring. The fifth chapter uses the evaluation method constructed above to select the typical modern historical and cultural block of the historical and cultural block of Jiefang North Road in Tianjin for empirical application. The inventory of the underground space of each plot in this area was evaluated and conclusions were reached. The significance of the theoretical research of the thesis is to explore the construction process of the Evaluation Method of the Modern Historical District Underground Space's Implementable Inventory at the method level. The dissertation attempts to discuss the availability of the underground space. The concept has a certain complementary significance to the theory of underground space. In the practical sense, based on the analysis of existing relevant evaluation methods, the dissertation constructs an evaluation method of “constrained qualifications + material elements + vision research + analytic hierarchy analysis”,which can implement the stock of underground space in Tianjin modern historical and cultural blocks. The assessment provides guidance to further provide a technical basis for regulating the practice of underground space development in historical blocks.
