With the growing global environmental protection,energy security and other issues,the development of new energy vehicles has become a worldwide consensus.In order to promote the healthy development of the new energy automobile industry,China has guided the upgrading of traditional vehicles to new energy vehicles through the positive incentives of subsidy policies and the reverse restraint of the “double-points policy”(Measures for the Parallel Administration of the Average Fuel Consumption and New Energy Vehicle Credits of Passenger Vehicle Enterprises).A R&D center is an important carrier to promote the technological innovation and industrial development of new energy vehicles.For enterprises,building a new energy vehicle R&D center could improve the competitiveness of the product market,and is the source of the vitality of their products.From the point of national auto industry policy guidance,having certain R&D capabilities is a necessary condition for enterprises to enter the field of new energy vehicles.In recent years,domestic and foreign companies have increased the construction of new energy vehicle R&D centers.At present,however,the location issue of new energy R&D centers has not received enough attention.There are more subjective factors in the site selection decision process,which has affected the R&D results after the completion of the project to a certain extent.This study adopts the combination of literature data method,case analysis method,quantitative and qualitative methods,which will comprehensively analyze the problems and refine such projects models of site selection by describing various situations occurring during the site selection process of HD new energy vehicle R&D center project.Firstly,this study introduces the background of the project site selection,the main body of investment decision-making,the site selection and construction process,and summarizes the problems in the four stages of project demonstration,alternative city evaluation,negotiating and signing,construction and operation.Secondly,under the guidance of enterprise R&D theory and location method theory,this study summarizes the factor system that affects project.site selection with the PEST analysis method.Then,the analytic hierarchy process is used to determine the weight of each factor,and the scores of each candidate city are calculated and the highest city is the best location city.Last,this study verifies and analyzes the problems in the most preferred site solution andproposes solutions through actual operation of the case project,combined with scores of the location model.I hope that the research results of this study could become a certain reference to the new energy vehicle R&D center project,especially in the face of multiple alternative site selection decisions.
