Research On Vulnerability Assessment Of Investment Control System Of Expressway PPP Project

As the country's investment in infrastructure construction has increased,exp ressway network construction has become an important part of the infrastructure construction field,and the funds invested have also increased year by year.Ex pressway construction projects have the characteristics of long construction perio d,complex project environment and huge engineering volume.They usually hav e high requirements for investment.The model of construction investment solely relying on government funds can not meet the needs of expressway constructio n in China at this stage.Therefore,the introduction of PPP mode in the expres sway field is in line with China's current national conditions.In recent years,th e application of PPP mode in the field of expressway construction in China has gradually increased and developed rapidly,and it has become the main mode of expressway construction in China.Due to the huge investment in expressway projects,and most of them are from the injection of social capital,investors' c ontrol over project investment has always been the focus of PPP project constru ction.This paper analyses the characteristics of investment control of expressway project under PPP mode,and takes the lifetime of Expressway PPP project as t he main line to analyze the key nodes of investment control in different stages.According to the system theory,the investment control system of Expressway PPP project is constructed,which is divided into three parts: project company,k ey node of project investment control and external environment.Based on the t heory of vulnerability and risk,the vulnerability of investment control system of Expressway PPP project is divided into three dimensions: exposure,sensitivity and adaptability.From the perspective of risk occurrence mechanism,and combi ned with the investment control system of Expressway PPP project,the vulnerab ility mechanism of investment control system of Expressway PPP project is obta ined,and the corresponding anti-vulnerability mechanism is put forward accordin gly.Mechanisms and anti-vulnerability enhancement paths.Through case study a nd literature analysis,this paper identifies the vulnerability factors of Expresswa y PPP project investment control system,and draws the key vulnerability factors through questionnaire and principal component analysis,and then constructs theevaluation index system of Expressway PPP project investment control system vulnerability.The vulnerability index and system vulnerability are evaluated by combination weighting-extension evaluation method.Finally,the paper evaluates the vulnerability of C project of expressway,and the results show that the vuln erability of C project investment control system is relatively low.In the process of construction and implementation of C project,a series of innovative measur es to reduce the vulnerability of investment control system have been adopted,and good investment control effect has been achieved,which proves the validity of the research results in this paper.
