Research On The Influence Of Electricity Sales Side Liberalization On Power Grid Enterprises Under The Background Of The New Round Of Electricity System Reform

The electric power system reform began in Chile in the late 20th century,is the market-oriented reform of the electric power industry that has been carried out in the world.Most of the leading countries in electricity system reform have chosen to introduce competition on the power generation side and the power sales side in order to optimize the resource allocation of the electric power industry.In 2002,the State Council issued the "Notice of the State Council on Printing and Distributing Electric Power System Reform"(GF[2002]No.5),which opened the prelude to China’s electric reform.In March 2015,the CPC Central Committee and the State Council issued the"Several Opinions on Further Deepening the Reform of the Electric Power System"(ZF[2015]No.9),which marked the official start of a new round of electricity system reform in China and new progress in electricity marketization.The electricity sales side liberalization is one of the core contents and highlights of this round of electricity system reform.Its main purpose is to cultivate competitive players on the electricity sales side,and gradually reverse the situation of "exclusive business" in the field of power sales for power grid enterprises,giving power consumers more options.At that time,the electricity selling business of power grid enterprises will gradually be stripped out and compete with the power sales companies.There is no doubt that the electricity sales side liberalization will have a profound impact on power grid companies,which is also the focus and research object of this article.This article respectively summarizes the key contents of the new round of electricity system reform and the electricity sales side liberalization,and elaborates on the internal links between the two.Then it introduces the current situation of electricity selling market,financial concepts related to power grid enterprises and the theoretical basis of this article in brief.In the process of writing,this article refers to the relevant government documents and domestic and foreign literature materials.Based on these materials,it studies the influence of electricity sales side liberalization on power grid enterprises under the background of the new round of electricity system reform.Standing on the standpoint of power grid companies,this paper adopts literature analytical method,comparative method,and case analytical method,selects the financial data of A power grid enterprise as the main basis for analysis.This paper uses the contrast before and after the electricity sales side liberalization to explore its impact on the power grid companies.In the analysis,this paper first uses Michael Porter’s Five Forces Model to conduct a strategic analysis of the power industry,and then analyzes the impact of electricity sales side liberalization on asset management,electricity sales revenue,cost management,business model and external supervision of A power grid enterprises.Next,this article introduces the operation situation and business model of the domestic and foreign power sales companies after the reform,and sums up reference and enlightenment from the experience of these companies for power grid enterprises’sales business in the future.Finally,this paper puts forward some measures and suggestions on how Company A should respond to the above-mentioned influence caused by the electricity sales side liberalization.It is hoped that the research and suggestions in this paper can provide some helpful auxiliary references for the future operation and development decisions of power grid enterprises.
