Constructing Guangzhou Landscaping Industry Public Service Platform

With the concepts of "Ecological Civilization","Beautiful China","Ecological Landscape","Internet +" have been mentioned frequently in the government reports and national policies,how to integrate the garden industry with existing resources,meet the golden opportunity under this transforming background,improve the competitiveness and efficiency of the industry,which become the necessary problem for the garden people must to face.Public service platform is generally concerned as a highly integrated industry resource innovation model.Its construction and development are not only conducive to enhance the industry,region,and even the country in a field of competitiveness.In consideration of the development of industry public service platform is still in the initial stage in our country,there is quite lack of theoretical researches and practice arguments.Guangzhou is rich in forestry and garden resources by its unique geographical location,and full of Lingnan characteristics.The researching results of this paper can not only lay the foundation for the follow-up research,but also provide some exploratory and useful significance for the construction and improvement of the public service platform of the garden industry in Guangdong Province.Based on the previous studies,this paper takes the geographical and climatic characteristics of Guangzhou landscaping industry as well as the characteristics of the industry as the foothold,takes the market demand as the guide,integrates from the industry resources sharing,the condition platform builds the share,the scientific research achievements transformation,Industry science and technology innovation,promotion and other needs of the starting point for the Guangzhou landscaping industry public service platform from theory to practice the system to build research.At the same time,it analyzes the difficulties,causes and solutions of the platform construction,and prospects the improvement and optimization of the follow-up platform construction.The main resultsinclude:(1)Put forward the Four-in-one construction mode of "Government-led,Scientific Research Institutes,Enterprises to Build and Alliance Cooperation",and pointed out that the construction of the platform is a dynamic balance of the development process,the construction model should change.In the early stage of the construction of the platform to the Government-led,growth by the multi-subject to participate in the mature stage to promote the development of the project platform,the use of public welfare and non-public welfare of the combination of construction mode.(2)Propose to focus on "advanced technology,service in-depth,operational safety,coordinated,step by step implementation;focused,overall advance;Strengthen the service;highlight the characteristics,build and share;pioneering and innovative,to be effective " as the platform of the construction principles.(3)In the organizational structure,the organizational structure from the virtual organization operation mode to the entity non-profit organization corporation in the transition phase,and the use of "decision-making,supervision,consulting,execution" Four-in-one power allocation and checks and balances mechanism.(4)The implementation of the "platform operation of the market,funding protection of the Fund,the integration of resources to share,the incentive mechanism optimization,talent team diversification,performance evaluation of the normal" operating mechanism to achieve resource integration,talent gathering,service standards,Flexible operation.(5)Guangzhou City,the construction industry platform for public service platform,including "information service system","science and technology demonstration and extension system","training exchange education system","technical services and solutions system","innovation incubator system" and other five service system And "industry think tank","R & D base resource library","large equipment and equipment library","academic resource library","product resource library","intellectual property database" and other six resource library.Platform construction and development will go through four stages and gradually improve,the author from the "institutional mechanisms,capital investment,self-hematopoietic,promotion and promotion" and so put forward a series of maintenance and safeguard measures.(6)In order to ensure the smooth construction of the platform and good operation,this paper advise serials of safeguards from the system,flexibility,capital,profit,promotion and other aspects.
