CHINA RAILWAY Express(CR express)is the international freight railway that serves the countries along the route of "the Belt and Road",which plays an important role in promoting Chinese economic development and implementing "the Belt and Road" Initiative,with the great attention of the national and local governments,CR express have entered a period of rapid development.Currently,CR express is still in the early stages of development.There are issues such as high overall costs,insufficient freight demand,and lack of overall coordination under the current mode of direct operation of hubs.The operation mode of the transfer collection which can solve the problems above effectively has the advantages of high resources utilization and large train density,etc.Research on the operation mode and layout optimization of central hub can improve the efficiency of CR express transportation organization,reduce the operating cost,and provide decision support.This article takes the CR express as the research object,based on the detailed analysis of the operation mode,the layout of the central hub is optimized by means of competitiveness evaluation and mathematical modeling,and take the west corridor of the CR express as the object carries on the instance analysis.First of all,the article analyze the development status of the CR express from the aspects of development environment,space layout and freight transportation,and comb the main problems in the development of the CR express.This paper summarizes the operation process and main characteristics of direct distribution mode and the transit freight operation mode of CR express,it also compares the advantages and disadvantages of the two modes,and puts forward the layout optimization problem of the CR express central hub.Secondly,this paper expounds the connotation and main influencing factors of the competitiveness evaluation of the CR express central hub node,and establish the evaluation index system of the competitiveness of the CR express central hub node by consulting the competitiveness evaluation index system of port,shipping center,and determine the weight of each index through experts scoring.Then we analyze the cost of CR express operation system,take account of the economies of scale of freight volume and the economies of haulage time of CR express,and build the layout optimization model with the minimum cost of the system as the goal,and design the algorithm of the model.Finally,the paper take the west corridor of CR express as an example,collect the relevant data and analyze it by using the competitiveness evaluation model and the central hub layout optimization model,and give the development strategy of each hub node according to the calculation results.The result of case analysis shows that the system cost of "double center and single hub" layout is optimal with Urumqi and Xi'an as central hubs and Chongqing as direct hub,compared with the direct mode,the system cost is reduced by 8.4% and the departure frequency is increased by 4.17 times.The number of direct access terminals increases gradually as the increase of freight volume,and the layout optimization plan of west corridor gradually changes to "double center and multi-hub".The economy and timeliness of CR express increase significantly under the operation mode of the transfer collection.
