With the development of economy,more and more people choose plane to travel and the civil airports are facing a bigger challenge.Due to the high flight delay rate and the lack of economic and rapid emergency evacuation method,passengers cannot get evacuated timely and effectively,which causes mass incidents making a bad influence to society.How to establish an effective emergency evacuation scheduling method when large-area flight delays happen becomes a problem urgently to be solved in the present.To solve the problem above,on the basis of referring to a large number of domestic and foreign researches and investigating the short of current emergency evacuation plans,this paper establishes the emergency evacuation scheduling model and proposes the rail and bus cooperation dispatching mode to evacuate the delayed passengers effectively and economically.Contents are as follows.First of all,vehicles dispatch is added to airport emergency evacuation procedures.Emergency evacuation procedures are analyzed under different levels of emergency.The airport emergency evacuation process is optimized based on means of transportation and department responsibility.Secondly,a mathematical model of passengers reaching and leaving airport is built by analyzing the rule of the passenger assembling,so that time distribution of passenger flow can be forecast through the flight time schedule.Delay rate and delay time's effects on the passengers gathering at airport are analyzed combined with warning level and threshold value,which is advantageous for the airport to start the emergency evacuation procedures in time.Thirdly,considering the process of airport emergency dispatch,the single-means dispatching mode where bus is the primary transportation and multi-means dispatching mode where bus is cooperated with rail are put forward;models of two dispatch modes are built.By setting minimum transport dispatching cost and passengers' waiting time as multi objectives,setting the number of people and maximum of passengers' waiting time as constraints,models are solved using NSGA_?.Finally,Shenzhen Bao'an International Airport case shows that the proposed method of airport emergency evacuation method during large-area flight delays has a certain theoretical and practical value and has scientific guidance to airport emergency resource dispatching.
