In the new historical period of practicing the "One Belt and One Road" strategy,"high-speed railway" has great opportunities for development as a synonym for the times.However,due to historical reasons,China’s railway industry lags far behind other industries in terms of internationalization,The Railway Design Enterprise of China normally have a "single" function and cannot undertake the international EPC project independently,they can only participate in international engineering projects by to be a design subcontractor or Design Joint Venture for a long time in the future.International projects have the characteristics of high complexity and high risk coefficient,At present,there are many researches on the risks of Chinese enterprises participating in international projects.However,there is very little research on the risks of Railway Design Enterprises participating in international EPC project.Therefore,Reserching on the Contract risks,coordinate risks and Personnel risks faced by Chinese Railway Design subcontractors in the international EPC project,Exploring the causes of the risks,the mutual relations between risks and puting forward preventive measures is very important for the following enterprises participation in international projects.In this thesis,The author use the case study method proposed by Robert.K.Yin to select 3 typical cases(the parallel road design events,Existing N-Bridge Change Design Sleeper Events and Level crossing design event)that occurred in the implementation of an international EPC railway project undertaken by A railway design company R company that the author involved in,Taking 3 types of risks in contract,coordination and personnel as the analysis frame,to analyzes the causes of risk based on the theory of risk management from the occurrence and development of risk events.Furthermore,The author analyzes the incompleteness of contracts,the difficulty of coordination of project organization and the reasons for the resignation of the head of Project L using the contract theory,coordination theory and personnel turnover model.In this thesis,The author also explores the interrelationship among the risk factors,and on the basis of the above studies,gives Response suggestions to deal with the above risks.The results show that Design Requirements not clear,Design Boundary uncertain,Technical standards changeful that causes by incomplete contract;Design Enterprise organization lacks of flexibility(flexibility),Dual Leadership,Task Uncertainty,High-level business leaders pay insufficient attention to the project caused Coordination difficulties;Technical staff incompetence,Staff resigned is the main reasons for low project performance.However,Improving the completeness of the contract,Maintain a good trust relationship with the general contractor/project owner,High-level leadership to increase the degree of emphasis on the project can improve the project performance,thus weakening the corresponding risk.In the relationship of the main risk factors of the project,The degree of personnel competence is negatively correlated with the difficulty of Coordination.The thesis explores the main risk of the design subcontractor in the process of an international railway EPC project,The results have certain reference significance for similar projects.
