The Research Of PPP Model In Sponge City Construction

With the acceleration of urbanization,cities are facing a series of urban diseases,such as water logging,water pollution and so on.To alleviate the water environmental problems in China's cities,the government put forward the idea of building sponge cities.According to the construction of the pilot city of sponge city,some problems exist,including large capital requirements and high maintenance requirements..In addition,in recent years,with the local government's debt problem and the government financial funds shortage,some cities have explored the idea that using PPP model to build sponge cities.This can not only meet the requirements of improving the ecological environment,but also get sufficient financial support..But some problems still exist in the construction of sponge cities by using PPP model.This paper takes PPP project of Q city as an example to study and analyze,and puts forward some suggestions for the application of PPP model in the construction of sponge cities.Based on the research and summary of domestic and foreign literature on PPP model and sponge city,according to the needs of national policy development,this paper combines the two models and concepts,finds a joint point between them,And in accordance with requirements and guides of the relevant documents of the Ministry of Finance,this paper conducts qualitative and quantitative evaluation of sponge city PPP projects,demonstrations that PPP mode is feasible for sponge city construction.Finally,the paper combines theory research with practice,deeply analyzes the problems existed in the case of sponge city PPP project in Q city,and puts forward corresponding countermeasures and suggestions,so as to better promote the application of PPP model in the construction of sponge city.Through the analysis and research of PPP model and sponge city,this paper holds that,firstly,by innovating and adopting PPP model and introducing non-governmental capital,the pressure of government financial expenditure can be eased and the construction of sponge city can be effectively supported;secondly,PPP model can make mutual benefit of government and social capital,and reduce the risk of project construction and investment.It has good prospect and feasibility in the application of sponge city construction in China.
