With the rapid economic and social development,China gradually accelerate the pace of construction of municipal infrastructure in cities and towns,which consumes a lot of manpower and resources,to strengthen cost control due to lower China's per capita possession of resources,thus making municipal projects,optimization resource utilization,improve the input-output ratio of the project.SG company's new water plant construction project large span longer,more uncertain factors,cost control and project progress overall planning is the difficulty of the project implementation.Through this study,we will benefit SG company implemented strategic cost control,improve project management and reduce the cost of the new water plant construction project,the new water projects to enhance profitability.Since the beginning of 2016,SG high-end industrial integrated service area will enter a large area of substantive development stage,construction projects will show explosive growth,through this study sought to control the cost of the park other construction projects provide useful lessons.In this paper,a review of domestic and international cost management consolidation,cost control theory,combined with the basic situation of SG company's new water plant construction project,taking literature research,earned value analysis,qualitative and quantitative research methods,the new waterworks project in the design phase,construction phase and completion phase of the project cost control specific content,control methods and control points.(1)During the design phase,implementation of the design scheme is proposed bidding and design supervision system,strengthen optimized design and implement quotas designed to strengthen the assessment and design drawings and other costs of change management control points,the implementation of the quota design,design selection,value cost engineering control theory embodiments.(2)During the construction phase,the construction organization design is to control the construction cost,reasonable construction period is the key to control the construction cost,reduce material cost is the core of the construction cost control,mechanical operation cost is the cost control of the construction cost control points,and introduced the earned value analysis method for project deviation analysis.(3)During the completion stage,proposed completion data,contract terms,hidden engineering,materials prices auditing completed cost control points,a clear establishment of project completion settlement audit work leading group,the construction unit for examination of the audit data,dynamic tracking audit,the introduction of cost control audit consultants embodiments.On this basis,the paper proposes the establishment of safeguard measures to improve cost control organization system,establish a project cost dynamic control mechanism,set up supervision and evaluation and reward mechanisms.Finally,the summary should draw attention to the design phase of cost control,and strengthen the construction phase of cost control,good completion phase of cost control results.
