With the concept of green travel and priority in the development of public transportation, the development of public transportation has become the focus. However, there are many problems with the current public transportation, such as the long detour distance, the improper frequency of starting trains, the overcrowded at peak hours, and the passengers’ poor comfort in the transit. The planning and design of contemporary regular public transport not only aims at satisfying travel needs, but also concerns passengers’ comfort and so on.The planning of regular public transport is obstructive and long. This study takes the OD travel demand of passengers between bus stations as the object of investigation, and conducts transit line design, frequency setting and vehicle configuration on the basis of the existing transit lines. In consideration of passenger comfort,a non-linear integer programming model is constructed with the goal of minimizing the cost of the public transportation system, and the frequency of departures, the type of vehicle, the congestion within the passengers, and the length of the line are all constrained to provide the most appropriate route frequency and vehicle type for the network.Among them, the system cost is the sum of the passenger’s travel cost(including the waiting cost, transfer cost and in-vehicle travel time cost),the passenger in-vehicle crowding cost, and the bus company’s operating cost.Different from the existing literature, this study optimizes the design of bus lines in some of the existing road networks. In the model, the passenger’s congestion status is taken into consideration, and the vehicle configuration of each line is taken into account to ease the congestion of the passengers in the vehicle and achieve the rational utilization and configuration of resources. In this paper, the simulated annealing method is used to solve the simulated annealing algorithm, which has the characteristics of less initial conditions and high operating efficiency. In this study, the applications of this model are discussed with a linear transit line and a regional transit network, and the model is compared with the conventional model that does not consider congestion in car and vehicle allocation. The applications of the two models are discussed and the stability of the lines is analyzed. Then the results of regional transit network are analyzed, and the advantages of this model relative to the previous research can be seen from the comparative analysis of regional transit network. The proposed model can provide more comfortable vehicle environment for passengers in the case of less cost in the system, and the optimal resource utilization can be achieved through the allocation of vehicles.
