In order to explain the dynamic process of the water management in the Mountainous Village society,this article selected Lü-hui in Hui-zhou as an example.This passage was divided its history from the Song Dynasty to the Republic of China into three parts: the construction family's fame(Fangs),the cultural invention(a water deity named Lü-Mingyuan)and the practicing institution(water control system).This paper considers that the loose structure caused by natural environment,the trans-regional connection produced by Mountainous Village Economics,the formation of the core areas in lowland led by commercial and merchants,are important factors affecting Lü-hui's management.Under the affection of those factors,water management has formed many characteristics such as the long-term sustainability of management organizations,the right of water management power belongs to the people who live in the end of the channel,the organizers of water management have been multiple due to the different environment(servants or land-owners),the border of irrigation area is unstable.Thus,state intervention has been active and necessary since the Song Dynasty.The formation of the Guanjia system in Lü-hui's management is an example.These factors and characteristics also show that although the water management in the Mountainous Village society can reflect the transformation of local community leaders(from local stronger to clans and gentlemen),there is no water-centered society”.
