With the acceleration of the development trend of the coastal cities in the world,the world population has been concentrated to the coastal estuaries,thus estuary city has faced a surge in development,meanwhile also has faced more urbanization and environment pressure,estuary coastal tidal erosion,marine pollution,the decrease of estuary wetlands,the loss of biodiversity,the recession of ecological system's function and profit and other problems have become the global key points.Therefore,based on the functional wetland philosophy,this paper explores the new pathway of sustainability planning programming of estuary city,and suggests planning designing method combining protection and exploration.This paper regards central urban area of Quanzhou,a typical estuary city,as the main study object,and is willing to study how to simulate wetlands ecological net based on the instruction of functional wetland philosophy and by extracting genes of current wetland and analyzing and summarizing the result of Arc GIS runoff analysis.This paper regards ecological system as plan system to instruct the ecological plan of central urban Quanzhou,thus achieves integration between wetland and human beings.In addition compares it with existing plan,and summarizes the this paper's advantages and innovation in ecological planing and design.This paper mainly includes parts as below:Part one,building theory platform of Quanzhou central urban ecological plan from theory research,research method and practical instance perspectives respectively,which build the foundation of further research.Part two,summarizing the problem of current wetland protection and exploration of Quanzhou central urban by analyzing the history,current situation and point area of wetland.Part Three,stimulating the surface runoff of Quanzhou central urban by ArcGIS,to get the river network distribution and catchment area,which is the potential wetland.Part four,based on the ArcGIS surface runoff to combine the river network distribution and current wetland spot,corridor,basement,which means to combine the current and potential wetland to get an integrated wetland system,regard wetland network as ecological system and ecosystem as final plan system.Part five,studying the integration plan mode of Quanzhou central urban wetland and human inhabitant,and building integration plan from land utilizing,road traffic and greenery landscape respectively.As for land utilizing,this paper mainly studies the integration of wetland,inhabitant land,greenery land and industry land.Road traffic part mainly studies the dual coupled plan method of wetland and road traffic system.Greenery landscape part mainly build wetland scenery system by wetland spot,corridor and space.Last part compares the existing Quanzhou urban central plan and the result of this paper,thus draws the conclusion and anticipation.
