Ship lock is one of the basic hardware facilities of coupling drainages and strengthening channels’ service capability,and it has strong public welfare.Since the beginning of The 12 th Five-Year Plan,our country’s water transportation has gained continuous development,and inland channels’ traffic has grown rapidly,which led to the situation that some of the ship locks are not able to afford large quantity of ships.Besides,with the development of actual shipping,part of our country’s ship locks gradually began to implement the rules based on some priority,which led to some desired effects as well as damages to systematic overall fairness.It’s a very tricky problem that how to balance the contradiction of fairness and priority.This thesis just carries out based on the above background.This thesis firstly states the research status from the aspects of service fairness,lock chamber configuration and ship lock scheduling,as well as ship locks’ function,structure and system operation.It classifies and redistricts ships’ types,and improves the scheduling rules advisably.This thesis secondly puts forward a lock chamber’s configurable model based on comprehensive priority and residual rectangles algorithm,after clearing steps of determining ships’ comprehensive priority,which considers well both the overall ships’ comprehensive priority and lock chamber’s area utilization when putting ships into the lock chamber.This thesis thirdly studies ship lock’s operating model,combining with booking information of ships’ dynamic monitoring platform.It uses queuing theory,dynamic programming,T-period enumeration,cycle slipping to optimize and solve the multi-stage problem of ship lock scheduling,as well as tries to balance the contradiction between several single target and the mixed target,optimizes model’s parameters by employing a special PSO algorithm.At last,this thesis applies its research results to the scheduling of Qingyuan water conservancy lock,carries out the example simulation and analyzes the results from multiple dimensions.The conclusion of this thesis has strong reference value to ship lock scheduling.It benefits to carry forward theoretical researches about multi-stage or multi-target decision-making problem and rectangles’ configurable problem.It can provide references for official department of water transportation to make ships’ passage-priority policy,improve water conservancy locks’ scheduling level,coordinate fairness and economic benefits during the navigation,raise the development level of inland waterway shipping and promote shipping economy.In a word,this thesis possesses certain theoretical,practical and policy significance.
