Research On Promotion Of Linfen Fenhe River Waterfront Space Under The Concept Of City Betterment

By the end of 2017,the urbanization rate of Chinese cities had increased from 36% in2000 to 58.52%.The rapid development in more than ten years had achieved great results,accompanied by many "urban diseases",involving many ecological,infrastructural and household problems.In 2015,the Central City Work Conference proposed transformation requirement “quality and efficiency” for the urban construction in the new period in China.The Ministry of Housing and Urban Development launched a pilot project named “City Betterment and Ecological Restoration” in Sanya,then by the work had gone nationwide,the concept of "City Betterment" has emerged.It maintains the goal,“make people living in the city more convenient,more comfortable and better”,and advocates a systematic review of the city's spatial functions,and use a progressive approach “Complete the short board” to improve urban public services and municipal infrastructure and protect urban historical cultures and social networks.so the city's functions and the space it hosts will be fully restored,compensated and improved."City Betterment" is applicable to many aspects of urban renewal as an important way for urban connotative development.Fenhe River waterfront public space is the largest public space and the only waterfront with the most important geographical location and ecological value in Linfen.It is an important support for the socio-economic development and urban transformation development of Linfen.However,with the expansion of city and the increase of the urban population in recent years,the current situation of the Fenhe River waterfront public space has been unable to meet the needs of the city's development and citizens' activities.A large number of spatial diseases have emerged and it is necessary to take a new round of upgrading and optimization.But the Fenhe River waterfront covers a large area and have an important hub for urban transportation.It is also an important outdoor activities of citizens.Large-scale renovation of the waterfront will strongly affect urban life.“Complete the short board”,a renewal method from "City Betterment",meets the low-interference and heavy-content renewal needs of Fenhe River waterfront public space.Therefore,this article will explore the humanistic connotation and application method of the concept of City Betterment,and apply it to the renewal and renovation process of the waterfront public space in Linfen,and seek the optimization strategy which can be applied to the public space of the Fenhe River in Linfen,which can give consideration to the renewal of thematerial environment and the improvement of the non material environment.Based on the Research on Promotion of Linfen Fenhe River Waterfront Space under the Concept of City Betterment,through the comprehensive analysis of the development process of the urban waterfront public space and the evolution process of the City Betterment concept,combining the excellent domestic and foreign experiences of the waterfront planning and the analysis of the background conditions of the Fenhe River in Linfen,aiming at the current situation of Fenhe waterfront public space,the results conduct systematic and comprehensive investigation and analysis,and propose the basic principles for the optimization of the Fenhe River waterfront public space,formulate optimization goals and specific implementation plans,and analyze and researche the two aspects of the material and non-material space of Fen River waterfront public space.The results turn the sights of the waterfront public space development from irrigation works to Urban spatial function.And put forward optimization strategies of traditional waterfront material space elements though the non-material space elements such as human activity demand and regional cultural characteristics.Through this study,it hopes the concept of City Betterment can be applied to the renovation and reconstruction of urban waterfront public space,the relevant research on the waterfront public space can be enriched,the theoretical system of the development of the coastal space of Fenhe River can be supplemented.
