The frequent traffic congestion of urban roads is periodic congestion,evaluating its characteristics of congestion can provide decisions for urban planning and transportation planning.This paper takes the data of Xi'an taxi GPS as the data source,evaluates the traffic congested duration through the method of theoretical modeling and data analysis,gets the characteristics of the traffic congested duration,and proposes the suggestions to alleviate congestion.Firstly,The paper discusses the key issues and the technologies that solve the key issues.This paper analyzes the assessment process of traffic congested duration and obtains three key issues.That are how to improve the accuracy of Xi'an taxi GPS data,how to identify the traffic state and how to measure the traffic congested duration.Summarize and analyze comparatively the methods in related literature,put forward the applicable technology and methods for solving key problems.Secondly,The paper regularizes GPS data of Xi'an taxi.This paper makes exploratory analysis using GPS data of Xi'an taxi according to digital indicators and visualization,and classifies noise data and proposes noise removal rules.Set up the time series model of numerical reduction through the analysis of the best time interval of GPS data of Xi'an taxi,carry out the mean reduction and middle value reduction for the no-noise data,and using the discrete coefficient measures data quality,after data reduction,data quantity is reduced and data quality is improved.Then do map-matching.Finally,The paper distinguishes traffic congested state based on travel speed,evaluates the traffic congested duration and puts forward the suggestions for mitigating congestion.The paper selects the lane between interchange of Yan Ta and interchange of Chang An Road in the second ring road of Xi'an,and uses the survival model of complete data and censored data and non-parameter analysis method in the early peak,non-peak and late peak of working day and non working day,quantitates the congested duration in the inner and outer ring,obtains characteristics of congested duration in different periods.Aiming at the congested characteristics,the paper proposes the government needs to set up a city with the integration of working area and residential area,plans urban traffic scientifically,takes the strategy of "cutting peak and filling valley,controlling density and Dredging",develops urban public transport energetically,and increases parking fees and congested fees gradually.
