PPP Model In Urban Infrastructure Construction Application Analysis And Optimization Suggestion

Coming with the continuous progress of city infrastructure in China,the demand of city infrastructure is growing very fast,strengthening the infrastructure construction is imperative,one of the effective solution is to absorb the social capital in infrastructure construction.The introduction of PPP model into urban infrastructure construction which can alleviate the pressure of government debt,improve the efficiency of public goods supply,but also help the construction of smart city and transform the government functions.However,the current PPP model in China is still on the way,people should have a better mind in the application of PPP model in urban infrastructure construction.Based on the advanced concept of PPP model in foreign countries and the opinions of domestic experts and scholars,this paper interprets the basic concepts and classifications of PPP model.Using a variety of methods of literature research,induction and deduction method and the comparative analysis,on the basis of government failure theory and principalagent theory,not only the financing,management and pressure ease on government debtand other functions for PPP model are analyzed,also the feasibility and possible problems of applying PPP model in urban infrastructure construction are analyzed.Combined with the actual case,this paper fully analyzed the current status,problems and causes of Taojiang County underground pipe network,and reached the conclusion of necessity and feasibility of PPP project construction for Taojiang County underground pipe.Through the case analysis and global successful experiences,it analyze the four aspects of project management consciousness,government supervision,risk distribution and structure third party services and provide optimization.
