Because nuclear power has advantages over traditional fossil energy,it has been used more and more in power supply field,production and life.But the huge losses caused by the accident put forward higher requirements for the government's emergency preparedness for nuclear power disaster.Preventive evacuation refers to the notification and guarantee evacuation of all residents in the affected area after the emergency response is initiated.In the emergency management of nuclear accidents,the definition of the nuclear emergency plan is the most important component,and the feasibility and effectiveness of the preventive evacuation plan should be ensured.In this paper,we study government vehicle scheduling problem of preventative evacuation in plume planning zon.Under the preventative evacuation mode of government organizations and self evacuation under government guidance,cause in most cases vehicles government provided can not guarantee the whole residents to be evacuated to safe areas,so the government vehicles should commute between the assembly points and settle places.It will take longer evacuation time.Unreasonable arrive destinations and paths of the vehicle arrangement will cause uneven distribution of resources,bad traffic conditions,which will further extend the evacuation time,cause panic and bring bad social impact.How to optimize the destination selection and path arrangement as to shorten the time of preventive evacuation under the condition of existing resources is a question for the government to define emergency evacuation plan.In this paper,the public evacuation behavior and influencing factors of the plume planning zon are studied.Based on the cellular transmission model,a mathematical programming model aim to minimize the evacuation time is established to optimize the destination selection and path arrangement of government evacuation vehicles.Use the statistics of biggest evacuate residents number,set scenes under different weather and road conditions,according to the actual road network data,Lingo is used to solve the best government vehicles arrangement plan and verify the validity of the model.On this basis,using VISSIM to simulate the actual driving status of vehicles in cells under the arrangement scheme.Use the result to analyze key factors and provide the necessary information to optimize emergency evacuation plan.
