Research On Evaluation System Of Comprehensive Benefit Of Residential Community Based On Sponge City Concept

The report of the Nineteenth Party Congress pointed out that harmonious development between man and nature is a new pattern of modernization,and humans must respect nature,conform to nature,and protect nature;On March 11,2018,the 13th National People's Congress passed the "Constitution Amendment of the People's Republic of China",which placing the ecological civilization in the constitutional preface.It also provides the State Council the power of ecological civilization by indicating the nation's emphasis.Sponge city construction is an important part of ecological civilization construction.In 2013,Secretary-General Xi joined“The Urbanization Working Conference of central committe of CPC”,emphasizing that“we should give the priority to the provision of limited rainwater when upgrading the urban drainage system and squeezing the drainage by natural power,building the sponge city by natural penetration,provision,and purification.”The rational construction of a rainwater management system by using the low-impact development technology of the concept of Sponge City,which can effectively manage the urban ecological environment.The urban residential community is an important part of the construction of the sponge city and the source of urban water environmental governance.It plays an increasingly prominent role in the continuous promotion of the construction of the sponge city in China.Sponge City concept residential community(hereinafter referred to as“sponge community”)although takes the "water" as the center,it can not emphasize the "water"to much.It should adhere to the principle of giving priority to ecology,the overall benefits of residential quarters,by using the concept of sponge city making the overall plan and lifting the overall benefits of residential communities.Therefore,it is very necessary for the article to construct a comparatively reasonable evaluation index system for the comprehensive benefits of sponge communities.The article takes the sponge city concept as the background and studies the comprehensive benefits of the sponge community by the standards of the ecological economic and social benefits.In order to ensure the reliability and credibility of the evaluation system,the design and screening of each step must be scientifically based during the construction of the index system.First,It defines the objectives,principles,ideas of the comprehensive benefits evaluation of the sponge community,carries out the research,narrative and analysis of the relevant concepts,development history,design ideas of the sponge community and takes the practical research and literature research method by studying the advantages and characteristics of traditional residential community.It gives 40 basic indicators by using practical experience and literature research methods,and using the survey method to outcome 17 comprehensive evaluation indicators.Then it uses the qualitative and quantitative analysis methods to set the index weights,formulate the evaluation criteria,determine the evaluation grades and complete evaluation model construction.It takes the case study method to verify the evaluation model,which the comprehensive benefit of the Lulei New City Sponge City project was the Class II,85.21 points,the high level of comprehensive benefit of the sponge community.The results were in line with the actual situation after the comparision The evaluation model of the article research is reasonable and workable to the similar case.Finally,it shows the countermeasures improve the overall benefits of residential communities through the perspective of ecological,economic and social benefits.
